36-Year-Old Salem Lakes Woman Passes Away From ATV Crash Sunday

During the evening hours of June 9th, 2024, members from the Kenosha County Sheriff’s Department, Wisconsin Department of Natural Resources, and Salem Lakes Fire Department responded to a single ATV crash in the 8600 block of 234th Avenue in the Village of Salem Lakes. This crash resulted in a single fatality.

At approximately 9:11 PM on June 9th, Kenosha Joint Services 911 received a call from area residents stating they observed a single ATV that crashed into a ditch along 234th Avenue in the 8600 block. Laying next to the ATV was a female who was not conscious and not breathing. The cause of the crash remains under investigation.

The operator of the ATV, 36-year-old Samantha Pageau, sustained fatal injuries and was pronounced deceased at the scene by the Kenosha County Medical Examiner’s Office. Due to the crash resulting in a fatality, the Kenosha County Major Crash Assistance Team (MCAT) as well as Wisconsin Department of Natural Resources (DNR) Conservation Wardens responded to the scene to assist in the accident investigation. The Wisconsin DNR, with the assistance of the Kenosha County MCAT, investigated the crash.

  1. There will unfortunately be more cases like this… now that Salem Lakes is also allowing people to drive ATVs, Golf Carts and other toys on their streets and properties. Sheriff Zoerner objected…. residents objected… yet the rednecks won.

    Roads are for real vehicles, not toys.

    2. You do realize fatal accidents happen in “real vehicles” too right? This is America we should have more freedoms not less….. I hear they dont allow any of this stuff in Europe, maybe you should look into moving there.

You realize “real vehicles” cost tens of thousands more with all the safety requirements, and should a “real vehicle” be involved in even a partially, “at fault” collision, it’ll get hit with a much higher lawsuit due to the choice of driving an “less safe/protective vehicle” on the same roads? Also, the ATV toys are often an impediment/hazard to normal traffic flow on highways where they are restricted to lower speeds, often 35mph in a 45mph zone. Shame on our so-called leaders.

    I remember when Paddock Lake codified its inability to control golf carts on their roads. They just put a bunch of rules on paper and said go ahead.

    Salem did the same thing and they got a grand total of 2 golf carts registered. Now they are putting a bunch of rules on paper again to allow virtually anything on its roads.

    Seems this was a self inflicted single vehicle crash. I refrain from calling it an accident because accidents are when someone else screws up and hits you.

    By the rules any vehicle should only be doing 25 mph on a residential village roadway. And not driving on the road and ditches interchangeably. You don’t see cars driving in ditches and fields at 25 mph hour or more.
    Was alcohol involved ? If not it probably was excessive speed. Imagine if it was both ?

    It’s one thing to turn your your head on watching people ride unlicensed vehicles on the roads mostly because enforcement is all but impossible, but it’s another thing to then codify for the most part this “illegal activity” into an allowable ordinance.

    Salem recently installed stop signs on Rock Lake Road. All because of a handful of residents who purchased property on a lake are regretting their own decisions. Now people who had no problems are experiencing problems because of the laws of “unintended consequences”. That road has been there forever. In the exact configuration. Yet they still bought those “Lake Front Homes”.
    Because those properties were priced to reflect the known road problem they only need to look in the mirror to see who is responsible for the problem.

    Like the useless golf cart and soon to be ATV ordinances, these problems are about enforcement.
    Salem needs to stop trying to cater to every non compliance issue and leave things alone.
    By giving in and saying it’s ok to do these things, without being able to enforce anything about these changes, then you are shifting the blame on the village instead of the people who have put themselves in these dangerous situations, positions and places.

    Take down the Stop Signs.
    Repeal the golf cart and ATV ordinances.
    Admit these were mistakes !
    And then increase the police budget to be able to respond to calls from people who witness illegal vehicles and activities on the roads. In this case it’s hard to believe that this lady was only doing 25 mph. And even if she was, with no car structure and seat belt, does anyone think she would be dead if she was only doing 25 in a car ? Drunk or not.

  4. Imagine the tragic scenario of a ATV rider running over a small child that darts out into the street killing them at 25 mph.

    I’m not a lawyer but, if it is allowed by ordinance that that ATV is there, then who’s responsible ?

    By that I mean that it is more difficult to see these smaller vehicles and harder to protect these children who by the most part expect to be able to play “in the street” in front of their home in a residential neighborhood.
    We all know the call “CAR” that all kids say when they are playing in the street. Then everyone moves off until it goes by and then back on the street they go.
    But a ATV which can go double the speed of a golf cart and can come from any yard or off road area is much harder to see.

    ATVS and golf carts are a bad idea !

      While this death is not on the village, then what’s the purpose of the ordinance at all ?

      The cops aren’t doing any enforcement.
      Even if they’re called, the errant rider is long gone by the time a deputy shows up.

      I was told many years ago that most ordinances are incase there are violations that are so absurd there must be something in writing to enforce the violation. Otherwise it’s look the other way.
      Live and let live.

      This lady and everyone else who rides the ATVS are free to ride them. I don’t care. But don’t ask me to agree with your right to on a public roadway when these machines don’t fit the standard of accident safety.

  5. Why doesn’t the government keep us safe? Safety isn’t my responsibility, it’s the government’s responsibility to keeeep uuuus saaafe – bah bahhhh bah. Freedoms are dangerous and need to be taken away! People should live in high rise buildings that have all necessities within the building. Need groceries? – Go the the grocery store in the building. Then there is no need to leave the building or to own a car. Yes! If the government would just force people to stay home, they would be so much safer! Think of all the injury and death that could be avoided. Freedom means the freedom to be responsible for your own safety, and people certainly can’t be trusted with that!

      Just that this freedom to ride a ATV or golf cart that almost always carries riders who aren’t aware enough or prepared to understand what the physics of motion and lack of seatbelts can do.

      The driver is always prepared for what action and movement they are doing but the passengers, not so much. Then again you are the parent. You are responsible for everything that happens. Including when you allow others to drive.

      This is a cluster f..k of being “allowed” to do bad things with bad consequences with the “freedom” to do bad things with bad consequences. Your choice.
      Just don’t blame me complaining about paying for educating your now disabled children who wouldn’t be disabled if you didn’t allow them to drive on the roads and bang their heads on the pavement

  8. Isn’t this the very subdivision that pushed and pushed and pushed for many attempts to allow atvs etc on the roadways. They have been in the news for years.
