KENOSHA, Wis. – A Kenosha woman with an extensive criminal record and a long history of dismissed charges and deferred prosecution agreements is facing a new felony after police allegedly found her completely naked and sleeping with another repeat offender inside a stolen car early Sunday morning.

Brittany R. Mika, 32, is charged with felony theft of property worth between $10,000 and $100,000 as a repeat offender and possession of drug paraphernalia as a repeat offender. Her latest arrest comes just over a year after then-Assistant District Attorney Rosa Delgado gave Mika what can only be described as white-glove treatment in a sweeping deal that resolved five criminal cases at once. Delgado, who was later promoted to Deputy District Attorney, agreed to withheld sentences and concurrent probation while numerous other charges against Mika had already been dismissed or resolved through deferred prosecution agreements.

That June 13, 2025 deal is now particularly relevant: prosecutors are using convictions Mika received that day to charge her as a repeat offender. The new complaint specifically cites her disorderly conduct conviction in 24CM1191 and two bail-jumping convictions in 25CM580.

Borrowed Car Allegedly Never Came Back
According to the criminal complaint, the owner of a 2021 Honda Civic told Pleasant Prairie Police that Mika had stayed at his residence the night before September 22. At about 10:00 a.m., Mika asked to borrow his car for 20 to 30 minutes to run errands, and he agreed.

Hours later, Mika had not returned. The owner said Mika initially answered his calls and claimed she had “got lost in time” but would return soon. By about 1:00 p.m., she allegedly stopped answering altogether. The owner warned Mika by text that he would report the approximately $25,000 Honda stolen if she didn’t return it, and eventually called police and said he wanted her prosecuted.

Five days later, at about 3:12 a.m. Sunday, Kenosha Police responded to a suspicious vehicle complaint in the 8300 block of 25th Avenue. Officers found the missing Honda parked there with Mika and 31-year-old Brandon G. Radloff inside. According to the complaint, both were sleeping and “completely naked.” When officers woke them, both allegedly appeared nervous, and dispatch confirmed the Honda had been reported stolen.

Police searched the vehicle and allegedly found several glass pipes consistent with crack-cocaine use and numerous empty needles. Two burned glass pipes were allegedly discovered inside a handbag containing makeup, leading an officer to believe they belonged to Mika. Radloff allegedly admitted another pipe was his and told police he had recently smoked crack cocaine and used syringes to inject cocaine.

Mika’s Long Criminal History
Mika’s criminal history stretches back to at least 2012, when she was convicted of battery and sentenced to probation and jail. Since then, she has accumulated cases involving disorderly conduct, resisting an officer, criminal damage to property, carrying a concealed weapon, marijuana possession and numerous allegations of bail jumping.

Several of those charges disappeared through dismissals and deferred prosecution agreements. In one 2024 case, Mika was charged with disorderly conduct with a hate-crime enhancer and four counts of bail jumping after allegedly confronting a Palestinian store owner. That case eventually became part of the June 2025 global resolution, with Mika ultimately convicted only of misdemeanor disorderly conduct.

In her newest case, Mika was scheduled to make her initial appearance Monday afternoon before Court Commissioner Daniel “Catch & Release” Kellum, but the court record states, “DE refused to appear.” Her initial appearance was rescheduled for Tuesday at 1:00 p.m.

Co-Defendant Facing Three Charges
Radloff, 31, is charged separately with possession of drug paraphernalia as a repeat offender and two counts of felony bail jumping as a repeat offender. His repeater status is based on February 2026 convictions for felony possession of narcotic drugs, possession of cocaine and possession of drug paraphernalia.

Radloff was also already out on bond in two pending criminal cases when he was allegedly found naked in the Honda. One involves theft and multiple bail-jumping charges in Marathon County, while another Dodge County case includes felony bail jumping, misdemeanor bail jumping and resisting or obstructing an officer.

Radloff appeared before Kellum Monday afternoon with attorney Francesco Balistrieri. Kellum released him on no-cash bail with conditions that he possess no alcohol, illegal drugs or drug paraphernalia. His preliminary hearing is scheduled for October 14.
