KENOSHA, Wis. – The Kenosha Police Department issued an urgent public safety warning Tuesday, October 20, 2026, asking residents to be on the lookout for a 33-year-old man described by authorities as armed, dangerous and unstable. Police say the man, Michael A. O’Neal Fleming, is a person of interest in an ongoing death investigation.

According to a news release issued Tuesday by Kenosha Police Lieutenant Adam Jurgens, Fleming was last seen in the northwest section of Kenosha. Police are warning the public not to approach him under any circumstances and to call 911 immediately if he is spotted.
Fleming is described as a Black male, approximately 5 feet, 8 inches tall and weighing about 250 pounds. He has short hair, brown eyes and a noticeable gait when walking. Investigators say he may be dressed entirely in black and carrying a large body bag or sling-style pack.
Death Investigation Remains Underway
Police have not publicly identified the deceased individual, disclosed where the death occurred or explained the circumstances surrounding the investigation. Authorities have also not indicated what connection Fleming may have to the death or whether criminal charges are being sought.
Kenosha County Eye reviewed police and fire radio communications from October 19 and October 20 in an effort to identify additional details surrounding the investigation. Although the recordings documented several significant police responses, none could be definitively connected to Fleming or the death investigation.
The department’s public safety notification does not identify Fleming as a homicide suspect or indicate that he has been charged with a crime. Police have identified him only as a person of interest while emphasizing the potential danger he poses to the public.
Police Urge Residents To Call 911
Anyone who sees Fleming should avoid approaching, confronting or attempting to detain him. Police are asking residents to immediately call 911 and provide dispatchers with his location and any other relevant information.
The Kenosha Police Department has not released additional information about the death investigation. Kenosha County Eye will continue following the investigation as additional details become available.
