KENOSHA, Wis. — A 45-year-old Kenosha man is facing three misdemeanor charges after allegedly rolling his car and fleeing the scene of a crash before later admitting to being the driver. Despite it being his third operating while intoxicated (OWI) offense, he was released Thursday on a no-cash bail — a decision some residents found troubling.
