TWIN LAKES, Wis. — Some of my “supporters” have been circulating a “no-trespass” letter sent to me by Twin Lakes School District’s attorney, Shana Lewis. The letter was clearly meant to make me look bad. Instead, it has backfired and raised serious questions about the district’s judgment, its attorney’s tactics, and its handling of student privacy.
This isn’t the first time a government actor has tried to “ban” me from attending school board meetings because they didn’t like my reporting. In 2023, when a different school district attempted something similar, Kenosha County Sheriff’s Department Chief Deputy Justin Miller made it very clear to Kenosha County Eye that a “ban letter” has no force of law unless it is tied to an actual, articulable threat or danger. The same principle has now been reaffirmed in Twin Lakes.
Twin Lakes Police Chief Katie Hall personally provided KCE with written clarification that the district’s “ban” letter is not enforceable and does not authorize police to remove me—or anyone else—from public meetings. Chief Hall also formally directed her entire department that a “ban” or “trespass” letter alone does not establish probable cause for removal, citation, or arrest; that attendance at an open school board meeting is not illegal; and that officers must base any enforcement on independent criminal conduct, not political pressure or attorney threats.
In other words, Chief Hall’s guidance reaffirmed constitutional reality: school board meetings that are required to be open to the public are public forums. A journalist peacefully attending and reporting the news cannot be arrested or removed simply because a district administrator or attorney does not like critical coverage. The police department explicitly reminded officers that their duty is to uphold the law and protect rights—not to serve as enforcers for school district lawyers.

The “ban” letter itself raises troubling concerns. Attorney Shana Lewis, who has previously engaged in similar tactics in other districts, suggested I could be arrested simply for showing up at an open public meeting. She also claimed to be sharing the letter with law enforcement and asserted police “assured” her they would remove me. Chief Hall’s response shows that claim was, at best, misleading and, at worst, an attempt to intimidate and chill lawful press activity. Even more alarming, Lewis is the attorney for many school districts in the area, like Bristol, Salem, Twin Lakes, Randall, and more.

District Administrator, Twin Lakes and Randall
Meanwhile, Twin Lakes School District Administrator Robert Antholine (D) has his own legal issue to answer for. In records produced to KCE, Antholine disclosed confidential student information, including the identity of a minor student, in what appears to be a clear FERPA violation. Those documents confirm the district itself improperly released private pupil information, despite claiming to be trying to “protect” a student.
This entire episode follows a familiar pattern in Wisconsin: a public institution becomes uncomfortable with scrutiny, reacts emotionally, attempts to silence the journalist exposing it, and then has to be reminded that the Constitution still applies. It happened before. It happened again here. And it likely won’t be the last time someone in government tries it.
The bottom line is simple.
I am not “banned.”
The public is not “banned.”
The First Amendment still matters in Twin Lakes.
And when certain government actors overstep, it’s not journalists who end up looking bad. It’s them.

You expect Kenosha exposed to be educated. They hear Kevin and write a story. It’s an embarrassing page.
The creator of that page has no idea how the law works even though she considered running against Tip Mcguire as a staunch conservative 🤦♀️
Public schools, built with public tax payers money, banning the public? 🤣 Good luck!
Wheatland school needs to be investigated the superintendent Marty is corrupted and a bully and hired a band teacher awhile back who was arrested for child crimes.
It’s amazing how quickly people latch onto the smallest bit of information and run with it. What this questionable attorney is doing feels like a personal grudge match with the author, all on the taxpayer’s dime, unbelievable. Mr. Mathewson should just go to the school, let them arrest him, and cash in big. The level of stupidity on social media never ceases to amaze. Oh yeah, the crazies on Kenosha E are circling the wagons, complete lunatics. I guess one more laugh in 2025.
What’s even funnier is people cal her out on the obsessed page and she has the nerve to call others obsessed. Imagine making a page about one person and calling others obsessed.
Her latest post about people taking plea deals and the DA being soft is epic. She pleaded out multiple felonies and still hasn’t been charged for her DUI, she wants tough actions on crime, just not her own
…the chicken shit school board “may” just decide to cancel a meeting if they don’t like the people or a person in the audience.
And what good does that do ?? Nothing.
Other than to “disenfranchise” parents and others who took time to come to these regular meetings on regular evenings to listen and be heard !
Remember Folks, while it is correct to blame the lawyers and administrators it ultimately is the five board members that hired them. And any of those same five individuals can pick up the phone and tell the administration including the lawyers to stop what ever they are doing !
Then call a special meeting to clarify and correct these rouge employees !
The administration and lawyers work at the direction of the board and the board works at the direction of the taxpayers !
WE ARE THE ULTIMATE BOSSES !
Not any of these seven !
VOTE THEM OUT !!
Every damn one of them !
ye shall know them.🤓
Can’t keep KCE down!!
Small hat attorney hates free speech.
Historically ironic.
Strike a blow for Liberty! TERRY ROSE
I notice the enemies of The KCE always have to go far flung parts of the state to find loser schmuck attorneys and shysters to TRY to sue The Eye or waste Kenosha County citizens writing stupid letters not worth the paper they are written on.
I did not think they could beat the ginger haired dork with the diamond earing, but this frizzy haired yenta looks even stupider.
For those KCE readers who don’t speak God’s chosen language, Yiddish, a “yenta” is a pesty, annoying, stupid woman. Yenta jokes are too long for a KCE reply, However, the woman definitely is a yenta.
I looked up the phrase “stupid woman” and the picture sure looked like Shana Lewis.
That the two half-baked characters in this case are Democrat female officialdom is consistent. In the other anti-KCE cases in town, it’s the microtriggered beta-emo homosexuals or any alpha LE half-baked character that can’t accept the 1A as applied to their authority. These defectives types should not be in responsible political leadership nor legal officialdom – and removed quickly after revealing themselves.
Twin Lakes PD Chief is beautiful.
Yeah, sure is.
Perhaps a complaint to the office of lawyer regulation would be in order. It seems she attempted to mislead you in her public capacity as an attorney for the district while knowing (or should have known) there was no basis in the law for her position. She should at least have a public reprimand by her peers.
What a dipshit attorney!
Best thing for any public school,, education is to rid it of Democrats.
Shana and Robert bow to the child molesters and trans agenda. If I had to send my kids to Kenosha public school now I’d be sick. It’s like we’re all supposed to be tolerant of everything they want to shove down our kids faces. Then they want to use the police officers to back them up. I’m sick of everyone being TOLERANT. Screw these 2 buttholes and anyone on their side.
Dem-Lib playbook….Try to silence the truth by using the Dem-Lib run legal system. Problem is the scam is starting to fall apart.
Thank you Kevin.
Is the school board going to pay the legal fees associated with counsel that appears to be directing school staff to have local law enforcement violate a person’s rights? One can only be vigilant in these regards by attending upcoming school board meetings to observe/ speak up regarding bills/invoices to be paid.
Lawyers are necessary in today’s day and age but the baseline expectation is to shield the client from legal liability. Performance that of the opposite -for / in representation of any school district in any state- is best not paid for with public tax dollars.
More harassment from Shana Lewis, it seems to be a pattern with her and her Madison law firm.
