PLEASANT PRAIRIE, Wis. — Michael C. Arroyo, a 39-year-old Kenosha man, was charged Monday after prosecutors say he stabbed a coworker in the shoulder with an EpiPen while the two were working at Froedtert South. Even Court Commissioner William “Bargain Bail Billy” Michel II set bail higher than prosecutors requested, ordering Arroyo held on a $1,500 cash bond despite the State only asking for $1,000 cash bail.
