KENOSHA, Wis. — George S. Hill, 46, of Kenosha, was charged Thursday with felony fourth-offense operating while intoxicated after police say he blew through a red light, admitted drinking at a nearby bar and failed field sobriety tests. Despite the new felony OWI charge and allegations that Hill was driving while revoked without a required ignition interlock device, Court Commissioner Daniel “Catch & Release” Kellum released him on no-cash bail.
