KENOSHA, Wis. — Dmitry V. Zellmer, 28, a homeless Kenosha man, was charged Tuesday with disorderly conduct as a repeater and obstructing an officer as a repeater after police say he pointed a four-foot wooden stick like a rifle at passing cars, a woman and police before advancing toward an officer and being tased. Kenosha County Court Commissioner Daniel Kellum found probable cause and released Zellmer on no-cash bail with a condition that he possess no weapons.
