KENOSHA, Wis. — Phenex Q. Toppel, 24, of Antioch, Illinois, was charged Thursday with 14 felony counts of possession of child pornography after investigators say he admitted viewing child sexual abuse material and showing an image to another person online. Kenosha County Court Commissioner Daniel “Catch & Release” Kellum set Toppel’s bail at $250,000 cash Thursday afternoon. Investigators also found photos on Toppel’s phone showing what they believed was his erect penis in front of child sexual abuse material, which a detective cited as evidence of a sexual attraction to the material. Police also found images of Toppel apparently digitally making himself look younger and a sexually explicit Snapchat conversation in which he claimed to be 19, leading a detective to believe he may have been trying to communicate with minors.
