KENOSHA, Wis. — A 50-year-old homeless Kenosha man accused of starting a three-foot-high fire outside the Kenosha Public Library Southwest so he could cook a steak — and later being caught with a concealed knife despite a prior felony conviction — was released Friday on no-cash bail by Court Commissioner Daniel “Catch & Release” Kellum.
