KENOSHA, Wis. — Richard J. Vannucci, the homeless 50-year-old Kenosha man dubbed the “Homeless Steak Guy” after police say he started a three-foot fire outside the Kenosha Public Library to cook a steak, was arrested again just one day after Court Commissioner Daniel “Catch & Release” Kellum released him on no-cash bail. On Monday, Kellum again released Vannucci on no-cash bail — this time setting it at $5,000.
