SALEM LAKES, Wis. — The Salem Lakes Village Board appointed former Fire Commission Chairman Tom Strachan to the vacant Village Trustee seat Monday night, confirming what multiple Village insiders told Kenosha County Eye more than a month ago — that Strachan was poised to receive the appointment. His return to a powerful Village position comes despite residents previously warning that bringing Strachan back could represent a “dark return to the past” and a return to some of Salem Lakes’ darkest and most dysfunctional days.

The board held a special meeting Monday specifically to interview candidates and select a replacement for Amanda Procknow, who resigned only months after being elected. The appointment runs through April 2028. The published agenda called for each candidate to make an opening presentation, undergo questioning by the board and make a closing statement before trustees selected Procknow’s replacement.

Seven Salem Lakes residents applied for the vacant trustee position: Tom Strachan, John Walker, Craig Phillips, Colleen Loveless, Marquis Griffen, Logan Dunn and Kirill Ostapenko. Their applications showed a wide range of professional and community experience, including finance, education, business, information technology, construction, Village commissions and other civic organizations.

Five of the seven applicants appeared and participated in the interview process Monday: Strachan, Walker, Phillips, Loveless and Griffen. Ostapenko withdrew his application before the interviews, while Dunn did not appear when the candidates were called and was therefore not considered by the board. Dunn, 27, had written in his application that he has lived in Silver Lake for 21 years, works as a heavy-equipment operator and believed his youth could bring “a new perspective” to the board.

The most striking moment came after all five candidates had been interviewed. Trustee Pete Poli first moved to appoint John Walker, a current Salem Lakes Plan Commission member who holds an MBA from the University of Wisconsin–Madison and previously managed a department of more than 70 employees with an operating budget exceeding $100 million. Despite several trustees praising Walker extensively, not a single trustee seconded Poli’s motion, causing it to die.

A motion was then made to appoint Strachan by Woodke (D) and seconded by Billy Barhyte (D), signaling the fix was in.

This time, the support materialized. All six sitting members ultimately voted yes, and Strachan was immediately brought forward and sworn into office. Village President Rita Bucur said Strachan’s experience with the Camp and Center Lakes Rehabilitation District played heavily into her decision, while other trustees also cited his Lake District experience.

The outcome closely mirrors what KCE reported on September 2.

After Procknow resigned, multiple Village insiders told KCE that Strachan was already the board’s preferred choice even though the Village had only begun accepting applications. One insider characterized a possible Strachan appointment as a “dark return to the past,” while others told KCE they feared “the vote is already in.”

Strachan had also been seen at a Village Board meeting appearing to rub elbows with sitting trustees while the public application process was still underway.

At the time, the Village had not even finished taking applications. Monday night, Strachan got the seat.

Strachan’s Fire Commission Baggage
Strachan is no stranger to Salem Lakes government — or controversy.

He previously served as chairman of the Salem Lakes Fire Commission during one of the most tumultuous periods in the Village Fire Department’s history.

During his presentation Monday, Strachan himself acknowledged the turmoil. He told trustees that he had been on the Fire Commission about a year before becoming chairman and described what he inherited as a “firestorm.” Strachan told the board he believed he had weathered the controversy well and with a “calm and rational approach.”

But the history surrounding Strachan’s tenure is far more complicated.

As Fire Commission chairman, Strachan was charged with helping oversee a department led by then-Fire Chief James Lejcar. During that era, complaints and allegations of serious dysfunction inside the department mounted. KCE reported in 2023 that Strachan wanted to keep the embattled Lejcar in the chief’s position even as criticism of the department intensified.

Strachan seemingly allowed serious problems inside the department to fester under his watch — problems that were later documented extensively in an outside personnel investigation.

That investigation, released after Lejcar and Fire Inspector Steve Ptaszynski resigned, found significant deficiencies in the performances of both men. Investigators interviewed nearly two dozen people and reviewed hundreds of pages of communications and records.

Investigators documented accusations that Lejcar and Ptaszynski intimidated employees and discouraged subordinates from cooperating with the investigation.

Ptaszynski resigned in November 2023 on the eve of a Village Board discussion concerning the personnel investigation. In correspondence surrounding his resignation, Ptaszynski disclosed that he had wiped information from his department-issued cellular phone, according to records previously obtained by KCE. Lejcar also resigned

.

Allen M. Dunski, Jr. (49) – Serial Arsonist And Former Vice President, Salem Lakes Fire Commission
(Kenosha County Sheriff’s Office)

Serial Arsonist Served On Commission
The dysfunction extended beyond the Fire Department itself.

One member of the Fire Commission was serial arsonist Allen Dunski Jr., who eventually became vice president of the commission.

Dunski was convicted of three felony arsons committed when he was 22 years old and working as a firefighter. Court and investigative records previously obtained by KCE showed that Dunski admitted setting three separate fires and then returning to the fire station, where he was dispatched to help extinguish fires he had started himself.

Dunski was appointed to the Fire Commission in 2019 following a motion by then-Trustee Bill Hopkins and a second by Trustee Ron Gandt. His appointment was unanimously approved.

The serial arsonist later became a vocal supporter of Lejcar while serving on the commission.

Strachan’s continued leadership of the Fire Commission also became controversial in 2023.

Shortly before a newly elected Village Board was scheduled to take office, the outgoing administration considered reappointing Strachan. KCE reported at the time that Strachan was among a series of appointments being advanced by outgoing Village President Diann Tesar following an election in which several incumbents had been overwhelmingly defeated.

KCE reported then that Strachan vowed to keep the embattled Lejcar on the job.

Around the same time, the outgoing Village Board changed Village rules so the Fire Commission itself could select its chairman instead of having the Village President select the chairman with board approval. Critics at the time believed the change was intended to keep Strachan in control of the commission.

Public Records Lawsuit And More Turmoil
The broader Village administration was also embroiled in public-records battles during that period.

In March 2023, KCE prevailed in a public-records lawsuit against Salem Lakes after the Village refused to provide requested records. Kenosha County Circuit Court Judge Bruce Schroeder ordered the Village to turn over the records and pay fees.

Lejcar and then-Village President Tesar appeared in court in support of the Village’s refusal to release the documents.

The following months brought increasing scrutiny of the Fire Department and those responsible for overseeing it, culminating in the outside personnel investigation and the departures of Lejcar and Ptaszynski.

The Fire Commission itself continued to implode into 2024.

After KCE exposed vice president and serial arsonist Allen Dunski Jr.’s three felony arson convictions, Dunski resigned from the commission.

(File Photo by Kevin Mathewson, Kenosha County Eye)

Less than three weeks later, Fire Commission President Allen Thennes also resigned, leaving another vacancy on a commission already battered by controversy over its oversight of the Fire Department.

It was against that backdrop that residents reacted strongly when Strachan’s name surfaced as the likely choice to replace Procknow.

Strachan Addresses Public Scrutiny
Strachan appeared to acknowledge some of the criticism surrounding his past during his closing statement Monday.

“I’ve been scrutinized publicly,” Strachan told trustees, adding that he would not identify those responsible for what he characterized as online attacks. He said criticism had become “a little bit malicious,” but told trustees that public scrutiny was part of public life.

Strachan also emphasized his financial credentials, telling trustees he is a CPA with an MBA and has worked for both the federal government and a state agency. He touted his experience with public records laws, saying he had dealt extensively with FOIA while working in government. He also pointed to his service on the Zoning Board of Appeals and his leadership of the Camp and Center Lakes Rehabilitation District.

When asked about the distinction between trustees and Village employees, Strachan told the board that trustees are responsible for oversight and setting direction while staff handles day-to-day operations. He specifically referenced the importance of staff knowing what is occurring throughout the organization, including within the Fire Department.

Strachan also told trustees he favors repairing equipment where financially practical rather than automatically replacing it and said trustees should personally investigate major purchases when necessary.

Monday’s appointment means Strachan has now moved from his former position overseeing portions of Village government through the Fire Commission into one of the seats directly governing Salem Lakes.

For residents who warned last month that his appointment could signal a return to an era they believed Salem Lakes had finally moved beyond, what was once merely a concern is now reality.

  1. When the fix is in, it’s in. Kevin, you knew. Regarding criticism as Mr. Straton expressed, give me a break, people were afraid of losing their businesses to a government run amok.

    11
  2. I guess we will see tomorrow how Strong Tom is on anti development as he rejected the notion more house will help the tax base. Let’s see if he flip flops tomorrow on Brenner field.

  3. John Walker was clearly the most qualified candidate for the position, I’m sure hiring a person with an MBA would scare & embarrass the currant board members that he was smarter and would work harder than them.
    p.s. Welcome back trustee Brooks

    1. This board is without direction, and deciding who’s more clueless is a tough call. Poli is the only one who can see the light through the darkness. Good Grief!!! Poli for Village President!!!

    2. That the MBA was passed over should have been expected. Local politics is driven by long term relationships formed under conditions that generally have little to nothing in common with the requirements of running a for-profit business. However, your point about the current board members fearing an outsider MBA’s capacity as a professional threat is quite likely.
However, an MBA is a very unreliable indicator of financial cost control competence, particularly when mixed into politics. Proof: POTUS #43 GW Bush, the TX dry-drunk & fake Christian greased-skid Harvard MBA, despite running the Texas Rangers appropriately, let Dick Cheney talk him into running Bill Clinton’s current balanced US budget in 2000, which included continuous reduction of the Federal debt and a planned retirement of the 30Y bond, into the gutter by spending more money than all Presidents combined from George Washington through Bill Clinton ($4 Trillion-past the productive capacity of the US to pay off) so to start two perpetual “wars on terror” both of which were proven total failures, including producing slews of quadriplegics costing billions in perpetual medical care for the rest of their lives, while the military-industrial elite’s private coffers were flooded to overflowing and the borders flooded with illegals.

  4. Rita, Bill, Peter and Angela seats are up this NEXT Election Cycle !! Just a few months away !!
Every two years these four seats are voted for.
Then the following year the other three seats are voted for.
Every year there is an opportunity to become a board member.
Nomination petitions are available very soon this coming December 1st for each candidate to fill out and seek signatures. Due back on January 5th.
Then a primary is February 16th if more than two candidates “per seat available” submit valid petitions. General Election is April 6th.
People complain about Government all the time. What happened here is a perfect example of having a reason to complain. But the only way to change those complaints into action is to change the board.
As we saw here there were 5 people who sat before the board seeking the open seat. 2 more decided at the last minute to withdraw.
There are plenty of people who want these seats yet come December how many of the other 6 will do the work to actually get on the next ballot ??
Then campaign to win those seats ?
Change happens every 12 months. It’s really not hard to win a seat if you work hard letting the rest of us know what matters to you most.
Sure virtually each of the 5 that spoke seeking this seat said they would be fair and govern right down the middle but current members said those same words when they ran. And look at how one sided each voted here. The Fix was in !
Peter. We know you did your part to nominate John Walker yet you still voted to approve Tom Strachan. Why ? Why didn’t you stand on principle of the reported Fix ?
Tom would have gotten his seat without your vote so why vote for him ?
Four seats are up for grabs very soon !!!!
Are you the next person to go for one ??

  5. Very sad that they value people who poison our lakes and tax the residents to do it, and call that
value!! Look out Shangri-la, Montgomery, Cross, and Rock! They want a taxing lake district for you too! How
much is Strachen paid by CCLRD to poison the lake??? And now add a trustee salary??? No worries,
just keep eating organic food Rita.

    1. Hey lake lover, Strachan is paid a stipend of $2500 annually for the role of chairman of CCLRD, per the bylaws, and it’s been that way for 14 years. It’s simply amazing how much knowledge you lack regarding what is done with the lakes within the lake district. Go up to the website and read the lake quality reports or where the invasive species are treated and learn something. An old saying, engage brain before opening mouth.

No worries,

  7. .. is that even when the Fix was Exposed it Still Happened !!!

This board wanted this guy why ?
Because he is the next Faber ?!?
A Lakes guy who will cover that issue for the Village ?
Sure I guess but why are we over looking his history with the last fire chief ?
    Because he’s just 1 vote ?
His good parts are more than his bad parts ?
As said above, each of these seats only are in place for two year intervals. But that’s only if the voters get involved which we all know is rare these days as it has always been.
Taxes will go up. Low value employees will keep their jobs because they toe the line and do what they’re told to do.
If nothing else, please make sure that when I call for an ambulance it comes from the closest station.
When it snows I can get out of town. When it rains the sewers keep flowing.
And when a developer comes knocking we make him pay all his bills. Brenner Fields is on its way. SR has his money from Paddock Lake. He doesn’t need ours because our half of that development has more homes. 114 on Salems side vs 76 on Paddock Lakes side. Once the first part is built, it will be so Profitable that SR will just start the Salem side money or not. The only question is if people will be willing to pay $500K for a cheaply built home because it’s new ?

  8. Hopefully, Tom is determined to stop Rita Bucur from turning Salem Lakes into one big shopping mall with overwhelming traffic. Rita has been a huge disappointment, and all her original supporters have turned away from her. She’s a turncoat paving the way for mass development. Someone needs to run against this ineffective leader as soon as possible. If mass development is what you want, Rita’s your pick. I see Faber, Poli, Woodke, Barhyte, and maybe Strachan working to save the village from this out-of-control leader.
