KENOSHA, Wis. — Julius C. Johns, 47, of Kenosha, was charged Tuesday with three felony domestic violence offenses after prosecutors say he assaulted his 66-year-old housemate and later threatened to kill him. Johns faces more than eight years of maximum initial confinement in prison if convicted on all three charges and sentenced consecutively. Despite the alleged victim specifically asking the court for cash bail, Court Commissioner Daniel “Catch & Release” Kellum gave Johns no-cash bail Tuesday afternoon.
