KENOSHA, Wis. — Marquel Reed, 30, of Kenosha, was granted no-cash bail by Court Commissioner Daniel E. “Catch & Release” Kellum on Thursday on felony domestic abuse charges, allegedly violated a restraining order that same afternoon, and appeared before Kellum again Friday on new charges. Kellum again granted Reed no-cash bail, this time on charges of felony bail jumping and violating a temporary harassment restraining order.
