KENOSHA, Wis. — Dale B. Shaffer, 30, of Twin Lakes, faces two felony charges after prosecutors say he twice choked his 12-year-old son, including lifting the boy off the ground by his neck during an attack in which the child could not breathe. Shaffer was summoned to appear November 12 before Kenosha County Court Commissioner Daniel “Catch & Release” Kellum for an initial appearance.
