James Penrod is a bad Hombre. He has been in and out of jail and prison his entire life. He is a convicted sex offender and has an arrest/conviction record of:
Third Degree Sexual Assault
Felony Theft/False Representation
Felony Bail Jumping x 3
Domestic Battery
Domestic Disorderly Conduct
He also has an active restraining order against him. He has been to prison and has had his parole revoked. He was released from his latest sting in prison in 2020 and has been violating the conditions of his parole many times. He’s been arrested many times since then as well. Unfortunately, the Wisconsin DOC is very soft-on-crime and he’s been released back in to society every time. Last week, Penrod was a wanted man once again.
Police received a tip that Penrod was seen in the area of the 3300 block of Sheridan Rd. He fled prior to officers’ arrival and evaded police for a significant time. Kenosha Police Officer Tony Barrier, a military veteran who was a Captain in the Army Reserve, brought his K9 partner Lupo to locate Penrod. Lupo found his suspect very quickly and Penrod was apprehended without incident.

Perhaps Hobby Lobby didn’t have the sayings he wanted painted on shiplap, so he instead tattooed them on his face. Seems reasonable.
Normally, when the cops take someone down they automatically start yelling, “stop resisting,” in order to support the subsequent referral of charges for resisting. The defendant, face down on the ground, usually responds in disbelief, “I’m not resisting!”
In this case, they had to change it. “Stop fighting the dog,” the cop yells, as the suspect is face down in the dirt with his hands cuffed behind his back, as he’s being chomped on by the dog! The reply is almost the same as in the “resisting” cases: “I’m not!”
