Kenosha Police Chief Patrick Patton made a promise the Police and Fire Commission when he took on the role of Chief in 2023 that he would develop a “senior staff that was one of the most educated and trained in the State to further the leadership skills and prepare for succession” within the department. As part of that promise, every member of the Kenosha Police Department’s Command Staff attended leadership courses through FBI-LEEDA (Law Enforcement Executive Development Association). FBI-LEEDA is a private, non-profit organization whose mission is to advance the science and art of law enforcement leadership and promote the exchange of information to improve law enforcement management practices through training, education, and networking among police professionals across the United States and beyond.
On January 22, 2025 at the Kenosha Common Council Meeting, Chief TiRynn Hamblin of Rangley Police Department (Colorado) presented the “Agency Trilogy Award” to the Kenosha Police Department. Chief Hamblin stated that the award was a “very distinguished accomplishment… Kenosha Police Department is only the fourth agency in the entire State of Wisconsin to receive this honor. Since the inception of the Agency Trilogy Award there have only been 165 police agencies across the United States to receive the award.” Not only is the KPD the fourth agency to earn the award, but we are the largest in the state to have earned it.
Kenosha Mayor, David Bogdala, address the audience and Common Council after the award was presented stating, “I believe it (Kenosha Police Department) is the most professional, highest quality, and most caring department in the State of Wisconsin. I am extremely proud of the hard work you guys have done to get here.”
Congratulations to the Kenosha Police Department’s Command Staff for their hard-work and dedication towards our continued efforts of making the department one that all of our citizens can be proud of.

The entrance exam is not hard. No college credits are required to get hired. Yes, you have 5 years to get 60 college credits. Even then, you can follow the lead of police chief Morrissey and get a fake college degree.

The police department has multiple officers that are on that list for lying on duty. The DA has the list. Gravely refused to publish it. Maybe Solis will because he’s “for the people”? Or maybe the chief will?
The chief could produce it, or perhaps the District Attorney could request it as well. I guess the DA, who at present has other priorities, could have one of his PIs check if any of those on the list commit further irregularities and, if so, proceed accordingly. I guess Ken could request the list as well; however, that may place the individuals on it at risk of being targeted by future false allegations, knowing they are already being scrutinized.

Don’t mix this award up with the National Recognition of the FBI Law Enforcement Academy. The is an award or certificate…nothing more. It only reflects the upper echelon of the department, not the rank and file. Real Accreditation means your go through the process to get it and go back to normal after you got it. I’m sure KPD is ensuring its upper rank be educated…nothing new there. Education is great but street smarts and people skills are things that higher education cannot teach-they must be learned on the job. Think of it this way…many nurses who do the job are RN’s (only needing a 2 year degree. Those with Bachelors are more Administartive and those with Masters are educators)…..same should apply to KPD. Remember when you call 911, the Chief of aren’t the ones responding or handling your call.

The award is to show that the command staff completed courses in how to supervise employees and run a department efficiently, and basically solve the most cases.
HOWEVER-
if Kevin gets and publishes the truth about the person on paid leave currently, that will demonstrate the opposite. Where were these captains and lieutenants whose job it is to monitor their employees work while the issues were going on 20 feet from Their office? Guess they ALL missed that chapter at FBI school? Basic incompetence with Lax oversight, pure laziness. These guys are making well over $100k per year as supervision, and not supervising.
Independent audit and accountability needs to be done here, and the public needs to see every word of it. That’s the only way the public can trust them.
