
Kenosha, Wis. — Three Kenosha Police Department officers were recognized Tuesday morning for their heroic actions that saved a man’s life during a critical medical emergency earlier this year.
Officers Kyle Toppel, Charles Lyons, and Matthew Lovell were each presented with the department’s Life Saving Award during the Kenosha Police and Fire Commission meeting today. Their swift and coordinated response on February 15, 2025, helped resuscitate a 59-year-old man who was found unresponsive and not breathing at a home in the 2600 block of 63rd Street.
According to commendations submitted by Sergeant Anthony Barriere, the three officers were dispatched to the scene shortly after the emergency call was received. Upon arrival, Officer Lovell retrieved an automated external defibrillator (AED) from his squad car. Officer Toppel entered the home and confirmed the man had no pulse and was not breathing, initiating CPR. Officer Lyons arrived soon after and took over chest compressions.
Officer Toppel placed the AED pads on the man’s chest, and Officer Lovell administered a shock from the device. Lyons then resumed CPR until Kenosha Fire Department paramedics arrived and took over care.
The man was successfully resuscitated thanks to the officers’ prompt action and skillful teamwork. “They were able to provide care so quickly and efficiently,” said Kenosha Police Chief Patrick Patton. “There is a person alive today because of them.”
Mayor David Bogdala also praised the officers’ efforts. “I thank and commend these officers for their extraordinary professionalism and unwavering commitment to the safety and well-being of our community,” he said.
The officers, all assigned to second-shift patrol, each have between one and one-and-a-half years of service with the department. Their response, according to their commendations, embodied the department’s core values: Respect, Integrity, Service, and Excellence.

I apologize, it does come from a place of heartbreak. I supported tf out of the police everywhere in 2020 and was called Racist when I did. Only to find out that higher ups in Police Depts. could give af less and so so many sided with the ones that hate them. I am still rubbed very much the wrong way by that.
