KENOSHA, Wis. — Members of the Kenosha County Board toured the future Human Services Building site this week, getting an up-close look at progress on a major redevelopment project funded in part by a nearly $10 million state grant.
The facility, located at 3500 52nd St. in the Sun Plaza shopping center, will ultimately consolidate multiple county services under one roof. It is being developed through a public-private partnership between Kenosha County and Bear Development. When complete, it will house the divisions of Aging and Disability Services, Behavioral Health Services, Public Health, Veterans Services, Children and Family Services, and Workforce Development.
Kenosha County Executive Samantha Kerkman described the project as “state-of-the-art” and said it will bring essential services “to the center of the populations we serve.”
The facility includes 68,000 square feet of fully renovated existing retail space and a 79,000-square-foot, two-story addition. Construction is expected to wrap up by mid-2026.
Supervisors were joined on the tour by representatives from Partners In Design Architects, which provided updates on construction, and grant specialist Amy Anderson Schweppe of the Wisconsin Department of Administration. The $9.85 million grant was awarded through the state’s Neighborhood Investment Fund.
Kerkman praised the design for including both clinical and public-friendly spaces, including a medical-grade laboratory and program areas accessible to the community.
Once the county moves in, Bear Development will take ownership of the existing Job Center building at 8600 Sheridan Road, which officials have described as outdated and in need of significant repairs. That site is expected to be redeveloped for private use.

Maybe the essential service should all be placed in the waste of money Childrens Library… Put the money to good use such as the homeless or our veterans?

At least Berg did something good by bringing this to his district.
State of the art apparently means very wasteful in terms of energy use, but it’s just taxpayers that will be paying heating and cooling and maintaining giant glass useless area. Grant money builds things and property tax money operates them.
