KENOSHA, Wis. — A 32-year-old woman incarcerated at the Kenosha County Jail now faces five criminal charges after another inmate reported an unwanted sexual encounter earlier this month.

Jennifer N. Maravilla was formally charged Tuesday with one count of disorderly conduct and four counts of violating state or county institution rules, all stemming from a July 2 incident at the Kenosha County Pre-Trial Facility. She appeared in court the same day, where Commissioner William Michel II ordered $500 cash bail. A pre-trial hearing is scheduled for Sept. 3.
According to the criminal complaint, Maravilla allegedly entered the cell of another inmate around 9:15 a.m. without permission and began biting the inmate’s arms, neck, and elbow for nearly two minutes. During the incident, she allegedly made graphic sexual comments and attempted to place the inmate’s hand on her genitals. The inmate, identified only by initials in the complaint, said she repeatedly told Maravilla to stop and eventually forced her off.
The jail’s internal rules prohibit physical contact, sexual propositions, and entering another inmate’s cell. Investigators said the victim reported the behavior the next day, and detention staff observed visible bite marks on her body.
Maravilla denied any physical contact but admitted to entering the victim’s cell briefly.
The most serious charge, disorderly conduct, is a Class B misdemeanor punishable by up to 90 days in jail and a $1,000 fine. Each of the remaining charges carries a maximum penalty of 30 days in jail and a $500 fine.

Shorter sentences in tougher jails should be considered. Single cells with a small window to look outside and watch the world go on without you. No reason to get out, you can do all the exercise you want in the cell. In return, shorten the sentences. Prisoners are safe from each other, and jail costs can be drastically reduced.
The entire system would have to be reformed. And then, the powers that be wouldn’t be making money off of mass incarceration. Do you really think that is going to happen? I highly doubt it. We the people don’t agree about anything.
