RANDALL, Wis. — A Kenosha man is facing felony charges after authorities say he drove drunk through rural Randall at high speeds, narrowly missed hitting another vehicle, and crashed into a nursery field, causing thousands of dollars in damage.
Jeremy D. Kipp, 43, was charged in Kenosha County Circuit Court on Wednesday with fourth-offense Operating While Intoxicated and second-degree recklessly endangering safety. Court Commissioner William Michel II set a $5,000 cash bail. A preliminary hearing is scheduled for July 30.
According to the criminal complaint, deputies were called around 4:30 p.m. on July 23 to the intersection of County Highways F and FR after a vehicle reportedly crashed through a field. Deputies found a heavily damaged blue Chevrolet Equinox approximately 150 feet off the road, surrounded by downed trees on property owned by Paul Swartz Nursery.
Kipp, who was still in the driver’s seat, allegedly admitted to drinking and told deputies, “Definitely. I’ll admit it, I’ll make this easy for you, man.” He refused field sobriety tests, telling deputies, “I would probably fail.”
Paramedics later drew his blood for testing, though results were not yet available at the time of the complaint.
Witnesses told investigators that Kipp was driving eastbound at an estimated 80 mph and passed a woman and her daughter by swerving into the westbound lane, forcing her to slam on the brakes to avoid a collision with an oncoming vehicle. That woman later returned to the scene and gave a statement to deputies.
In addition to the damaged trees—valued at around $8,000—nursery staff confirmed that several arborvitaes and hicks yew bushes were destroyed.
Records show Kipp has three prior OWI convictions dating back to 2004, with the most recent in 2014. If convicted of the new charges, he faces up to 10 years in prison.

The terminology is lacking for driving at speeds … likely to CAUSE HOMICIDE.
Descriptions such as – “high speed” or “at a high rate of speed” … just don’t cut it.
Driving like that is actually Attempted Murder – multiple.
They just introduced him to his cell mate – Big Bubba and snapped the picture.
