KENOSHA, Wis. – A Kenosha man with a documented history of beating the same woman was sentenced to just nine months of work-release after pleading guilty to a felony domestic battery charge in connection with a 2023 attack.
Jose E. Garcia Jr., 49, was arrested after police responded to his home on Nov. 4, 2023, for a report of “family trouble.” His girlfriend, who had previously been the victim in two other domestic abuse cases against him in 2020, told officers he had been drinking and became verbally abusive, calling her names and insulting her appearance.
The woman said she tried to ignore him and went to the pantry, but Garcia followed her, grabbed her by the face, and lifted her off the ground. The force caused her glasses to fly off and she bit the inside of her cheek. She told police she was terrified by Garcia’s actions and threats, and so scared that she urinated her pants. Garcia then shoved her into the kitchen cabinets, pulled her to the floor, and later kicked down a dog gate, damaging the stairs.
According to the criminal complaint, the woman ran to her car, locked the doors, and called 911. When officers arrived, Garcia was found walking nearby. He admitted to having contact with the woman and to drinking alcohol, both violations of his probation. Records show his probation specifically barred contact with her without prior approval and prohibited alcohol consumption.
Court records indicate Garcia had two prior domestic abuse convictions involving the same victim — case numbers 2020CM000674 and 2020CM001072 — each carrying repeater enhancers. At the time of the 2023 assault, he was still serving probation for earlier offenses.
Garcia was charged on Nov. 6, 2023, with felony battery and disorderly conduct, both with domestic abuse and repeater enhancers. He was released on $1,000 bail on Oct. 10, 2024. On May 1, 2025, he pleaded guilty to the felony battery charge. The disorderly conduct count was dismissed as part of the plea agreement.
Despite his criminal history and the serious nature of the allegations, Judge Jason Rossell sentenced Garcia to just nine months in the Kenosha County Jail with work-release privileges. The sentence falls well below the maximum possible penalty for a felony battery conviction with repeater enhancers.

Only 9 months? Maybe they figured that she wanted to be beaten, since she was stupid enough to still be with him?

wow just wow your as bad as the Judge and people like you just show how little you know about what abuse does to someone. Maybe you should learn before you go making uninformed comments.

Well, that’s not true… Jason Barnhill who is a white POS only got 9 months for doing similar shit and more, to 3 different woman. The justice system is fucked up, Kenosha judges are ridiculous.

Maybe there was a bit more to the story. Many of us have witnessed her slapping and belittling him in public and trying to get a rise out of him. I have personally seen a lot of ugliness from Shannon in public, maybe the courts have proof and he never pressed charges on her?
