KENOSHA, Wis. — A Kenosha man already facing four pending criminal cases was back in court today, this time accused of threatening an elderly Army veteran during the “Hands Along Lake Michigan” protest in downtown Kenosha. Despite the escalating behavior, Court Commissioner William Michel II ordered just $2,000 cash bail.
David P. Prill, 49, appeared in court Monday on his newest case, 25CF1412, where prosecutors charged him with failure to install an ignition interlock device, disorderly conduct, possession of THC, and four counts of bail jumping — two misdemeanors and two felonies.
According to the criminal complaint, the incident happened Sunday afternoon near Civic Center Park. Witnesses told police Prill arrived in his black Mustang, doing burnouts in the street and harassing elderly community members. He then walked up to one protester, a well-respected elderly Army veteran, and threatened to punch him in the face while recording him on his cellphone. The veteran later filed a written statement, telling police that Prill got within inches of his face, postured aggressively, and left him fearing for his safety.
Another protester corroborated the account, stating that Prill drove aggressively past the group, parked nearby, and then confronted demonstrators before officers arrived. When police searched him during the arrest, they discovered a vape pen that appeared to contain THC.
This newest arrest adds to Prill’s growing list of pending cases. Since late 2024, he has been charged with pointing a firearm at two men, felony theft of a pickup truck, threatening TikTok videos, and repeated bail-jumping violations. Despite those cases and strict bond conditions requiring him not to commit new crimes, he continues to be arrested.
Prosecutors say the veteran’s complaint underscores that Prill is spiraling out of control, but Michel nonetheless set bail at only $2,000 cash.
If convicted on all charges in this newest case, Prill faces a combined maximum penalty of more than 13 years in prison and over $20,000 in fines. When combined with his earlier cases, his total potential exposure exceeds 30 years behind bars.
Prill’s preliminary hearing is scheduled for October 14.

Normally, I don’t put much weight on bail. But for far less serious allegations, I’ve seen 10k, 15k, etc. What is driving this commissioner? If he’s solely responsible for these wild and irrational bail amounts, then he’s got something to answer for. There seems to be no rhyme or reason. Are the judges pulling his strings? What the hell is going on? Can KCE send out an inquiry? (No doubt it would go unanswered.)
I say we drop him off at Kenosha’s VA this coming Veterans Day and let the good old boys have a go at him.

I saw him flake out once. He kept getting up and going into another room and then just left without saying anything. They had to scramble and find a replacement for him that day.
