PLEASANT PRAIRIE, Wis. — A 24-year-old Kenosha man accused of felony retail theft at the Pleasant Prairie Premium Outlets has repeatedly failed to appear for court — yet continues to receive minimal bail amounts from Court Commissioner William Michel II.
According to the criminal complaint, Edson O. Martinez Pacheco was charged on May 5, 2025, with Retail Theft – Intentionally Conceal (> $500 – $5,000), a Class I felony punishable by up to 3 years and 6 months in prison and a $10,000 fine. Police said he and another suspect were caught concealing $777.22 worth of Tommy Hilfiger merchandise inside an aluminum-lined Under Armour bag designed to defeat theft sensors.

Despite the seriousness of the charge, Commissioner Michel initially set bail at only $500 cash, which Martinez Pacheco posted the next day. When he failed to show up for his May 9 preliminary hearing, liberal activist Supplemental Court Commissioner David Hughes authorized a bench warrant for only $500, the same amount. His initial bail was forfeited.
He returned to court on May 21, when Commissioner Michel again showed leniency—setting bail at $1,000 and even reinstating the previously forfeited $500. Predictably, Martinez Pacheco skipped another hearing on June 10, prompting Michel to set bail “as if that was going to be appropriate” at yet another $1,000 cash. That bail was also forfeited on July 30.
After his latest arrest on October 14, Martinez Pacheco posted the $1,000 once again and walked free. He’s next scheduled to appear in court on October 21, 2025.
The pattern paints a troubling picture of a defendant who appears to view the felony case as a revolving door — and a court commissioner who keeps letting him spin through it.

I believe Kenosha has become a small sanctuary city along with our far left judicial system. Love to know what percentage of these offenders are here illegally.
