KENOSHA, Wis. — A Kenosha man accused of drunkenly crashing into a utility pole, knocking out power to nearby homes and then fleeing the scene was allowed to remain free Thursday after Court Commissioner William “Bargain Bail Billy” Michel II gave him no-cash bail.
