KENOSHA, Wis. — A Kenosha man accused of leading police on a short pursuit through a residential neighborhood early Thursday morning was given a $5,000 cash bail by Court Commissioner William “Bargain Bail Billy” Michel II during an initial appearance Thursday afternoon.
