KENOSHA, Wis. — Connell D. Spruill, 38, of Kenosha is facing a criminal charge after prosecutors allege he repeatedly ignored police orders to leave an active shooter scene and seek shelter during the May 4 standoff involving Andres Casas, the convicted felon accused of firing at Kenosha police officers. Spruill failed to appear for a mandatory court hearing Tuesday, prompting Supplemental Court Commissioner Michael "No Money" Masnica to issue an arrest warrant and set a $750 cash bail.
