KENOSHA, Wis. — A 63-year-old Mount Pleasant woman who police say was found asleep behind the wheel of a running pickup truck with a preliminary breath test of 0.142 has been charged with third-offense operating while intoxicated. At her initial appearance Thursday, Liberal Activist Supplemental Court Commissioner Michael "No Money" Masnica set cash bail at just $1,000 despite the repeat OWI allegations.
