KENOSHA, Wis. — Larry L. Hall, 42, of Kenosha, has been charged with felony second-degree sexual assault in connection with allegations that he sexually assaulted a heavily intoxicated woman in Veteran's Park in August 2024. Rather than being arrested, Hall was issued a summons ordering him to appear in Kenosha County Intake Court on Sept. 10 to answer the charge.
