Man Facing Three Felonies and Five Misdemeanors in Two Cases Released on No-Cash Bail by New Court Commissioner

KENOSHA, Wis. — Charles W. Randle, 64, of Kenosha, was released Monday on no-cash bail in two separate criminal cases after appearing before newly appointed Court Commissioner Daniel E. Kellum. In the felony case, Randle is charged with felony intimidation of a victim, strangulation and suffocation, false imprisonment, misdemeanor battery, resisting an officer, and disorderly conduct. In the second case, he is charged with the misdemeanors of obstructing an officer and resisting an officer. Despite facing a maximum of 24 years and 6 months in prison and $76,000 in fines across the two cases, Kellum ordered Randle's release on no-cash bail in the felony case and $5,000 no-cash bail in the misdemeanor
