KENOSHA, Wis. — A 50-year-old Kenosha man charged Monday with felony fourth-offense operating while intoxicated was released on no-cash bail by Court Commissioner Daniel E. Kellum, a decision that is likely to intensify criticism over how repeat drunk-driving offenders are being treated in Kenosha County. It's now becoming more apparent the Kellum is a liberal activist.
