KENOSHA, Wis. — Allyson J. Jacobs, 49, of Kenosha, was charged Thursday with third-offense operating while intoxicated after police say she ran a solid red light and caused two drivers to brake to avoid a collision. Liberal activist supplemental court commissioner Daniel E. Kellum gave Jacobs a no-cash bail Thursday afternoon.
