KENOSHA, Wis. — A 56-year-old Kenosha repeat offender accused of stealing a package from someone's porch and possessing crack cocaine paraphernalia is back in custody after repeatedly failing to appear in court, despite receiving multiple opportunities from Kenosha County Circuit Court Judge David O. Hughes to avoid arrest. Jennifer L. Quinonez has now missed two court appearances, had two bench warrants issued, and received multiple chances to voluntarily appear before warrants were enforced. Her latest arrest comes just four months after another court official disregarded a prosecutor's request for cash bail and released her on no-cash bail.
