Quentin Jackson and his wife Christine, have worked hard hard their entire lives. They both wanted a slice of the American Dream. Jackson and his family found and purchased a beautiful 5-acre lot in Bristol. Plans were underway to build their dream house. They would soon find however, that in Bristol, a Village Administrator named Randy Kerkman ruled the small village with an iron fist and all of his decisions were rubber-stamped by the Village Board. Other business owners and prospective business owners told KCE the same thing – Kerkman makes it difficult or impossible for people to do business in Bristol. Kerkman acted with impunity. He would pepper the Jackson family with red tape at every turn. Still, the Jackson family got permits and paid a substantial amount of money for very small projects. For a driveway, they needed to install a 12″ culvert. Just to avoid any hassle, Jackson paid a lot extra to have an 18″ culvert place under the driveway, even though the smaller one was up to code.
Kerkman, frustrated that he couldn’t stop the Jackson family, hired a very expensive law firm and is throwing thousands of Bristol tax dollars at the Jackson family to end their dreams of building a home in Bristol.
Jackson applied for and received a permit from the DNR to add fill to the wetlands portion of his property. Jackson spent about $60,000 for studies, labor, and material. But still, Kerkman kept moving the goal post, says Jackson. Jackson thought that his racist neighbors were sending emails to Kerkman. He wanted to know for sure, so he sent the Village a series of public records requests to learn the identities of the neighbors who didn’t want the Jackson family to build a home on a lot that was stood vacact forever.
Kerkman gave Jackson the emails – but he used a permanent marker to redact any information that would identify the people who kept emailing Kerkman. Kerkman violated the Wisconsin Public Records Law by doing this, again, the Village Board doesn’t care.
Later, Kenosha County Eye would ask for the very same emails. We received them, however, with no redactions whatsoever.
Why did KCE get the emails legally and properly? Maybe because Kerkman read the “Legal Victories” section of the KCE website? Or maybe because we made it very clear to Kerkman that we would sue him if he violated the law.
Why would Kerkman not want the Jacksons to know who the neighbors were? Kerkman won’t tell us, so we’re forced to speculate.
One of Jackson’s neighbors, Felix Siordia made it clear that Jackson and his family weren’t welcome next door. He harassed Jackson and his family so severely, that Jackson petitioned the court for a restraining order. Siordia hired a lawyer and fought it. Siordia lost and Commissioner Loren Keating granted the order. Siordia is now restrained from contacting or harassing Jackson.
Another neighbor, Byron Aslett, told the village board at a meeting that Jackson’s improvements to his property has caused flooding to Aslett’s home. Jackson secretly recorded Aslett after the meeting and asked him if his property really was flooding, to which Aslett finally told the truth – “no.” He admitted to lying to the Village Board. Police also reviewed the audio tapes and confirmed the lie.
KCE would learn why Siordia hates Jackson so much – he is a racist. KCE doesn’t throw around that term loosely – the word has been cheapened and watered-down by people who have low IQs. We call Siordia a racist because he told Kenosha County Sheriff’s Detectives “It’s the color of the goddamn skin. I used to work for commonwealth Edison and I used to deal with a lot of the blacks.” This was captured on body-worn-camera footage:
The fact that Siordia was open with two seasoned law enforcement detectives about his hatred of black people is even more egregious. More bodycam footage is below.
Kerkman, frustrated that his multi-year attack against the Jackson family hasn’t forced them to sell their property, filed suit with the board’s approval.
Bristol Lawsuit Redacted And WatertKenosha County Eye reached out to each and every board member. Not one of them responded. Not Chis Leker, not Ruth Atwood, not Kris Kordecki, not John McCabe, and certainly not Village President Mike Farrell. KCE finally made contact with Chris Leker who told us, while he signed off on the lawsuit, he had absolutely no idea what the lawsuit was about. “You’d have to ask Kerman about it. I don’t know what it’s about.” That’s right, the Village Board, while elected by the residents of Bristol, report to the Village Administrator. This is the opposite of state statute. Kerkman is supposed to report to the Board, not vice versa.

Mike Farrell doesn’t think public records laws apply to him – he’s ignored several from KCE. We only haven’t sued because we didn’t have the time. Next time, though we will. He was an officer with the local GOP, but resigned abruptly after he received no support when he announced a bid for state assembly. He wasn’t supported by the party and Amanda Nedweski (R) won the race.
KCE asked Farrell fairly sternly “Why are you helping a racist man attack a law abiding family.” He didn’t wish to comment.

At the end of the day, Kenosha County Circuit Court Judge David WIlk will be the gatekeeper as to the million dollar question: Can the Jackson family build their dream home in Bristol, or are blacks not welcome?
KCE spoke to Jackson at length. For what he and his family had to go through for the last three years, he is remarkably slow to rush to judgement. “I don’t think the Village Board is racist,” said Jackson. “I don’t like tossing that word around.” Jackson, who is married to a caucasian woman told KCE that the village is attempting to bankrupt him with the lawsuit. If the Village is successful, he would have to pay more than $100,000 to remove dirt from the property that the Wisconsin DNR gave him permission to place. “Randy Kerkman is an egotistical maniac. And he runs the Village, not the elected Trustees.”
For now, Jackson is hoping that Judge Wilk sees through the bad-faith attempts of Bristol to destroy his dream. “I’m hoping good prevails here,” said Jackson.

Kevin, I’m a fan. While I don’t care for the neighbors sentiment there is a greater thing going on here. Please share with us or any commenter for that matter, areas of Bristol where the property owners were allowed to restrict water flow and cause damming/watershed onto neighboring properties. I know of a number of people that were required to get proper permits, were forced to remove fill, and had state approved plans for filling that were submitted to Bristol like Mr Jackson is required to do. And unbelievably it was the racially motivated Randy Kerkman that selectively made these other priviliged, white racist males get the right paperwork in order and follow the rules because after all, that’s his job.

Clearly you didn’t watch the numerous body cam videos or you wouldn’t ask such ridiculous questions. Mr. Jackson has involved the Army Corps of Engineers, the DNR, and an expert from Ryan Corp regarding the water mitigation. He has done his due diligence. He paid to have the drain tiles fixed in the area that considered the wetlands. The ignorant neighbor didn’t want to pay to fix his drain tile that isn’t functioning properly. You’d also realize that in the last 2.5 years, these neighbors haven’t had a flooding issue, they are merely concerned about the “what ifs”. This isn’t a matter of Mr. Jackson’s property flooding their properties, they are concerned with where their OWN runoff will travel to if it can’t dump on Mr. Jacksons property. The each have 5 acres and if they can’t figure out how to manage the runoff from their own property, they have issues but they shouldn’t be Mr. Jackson’s issues. The fact that the village admin/president think that it’s appropriate to assign these neighbors “to oversee and keep an eye on the property to report back” would be asking the closest neighbor to circumvent his restraining order. That is the bigger issue here–the village knowingly asked the neighbor to watch, photograph, and videotape the neighbors activity on the property and report back to them. The village then takes action on the info that the neighbor reports and issues citations and violations based on the racist neighbors claims. Please don’t believe that just because he has grandchildren of another race that he can’t be racist. That’s a ridiculous defense.

I hope you are totally successful in building your home and your property to your liking. I applaud you for your receiving both DNR and Army Corps approvals. That alone is no small feat. You’ve done all that you’re required and probably more.
I hope that you sue the village of Bristol and BIG. Big enough to basically pay for your property your house and all the improvements that you’ve done for it and eventually, come out in the end with a free homestead. And everything you do going forward needs to be exposed for exactly what it is.

The board should resign just on the fact that they don’t know what their administrator is doing. And the administrator should be fired as their last act before they resign. Great job by these two detectives. Not clear why this would even rise to a criminal matter but both saw the facts and the truth and advocated for what’s right – not what’s white. I can be very critical of some of todays young cops (think Applebees) but these two get an A+

While a resident is free to think however they want, to then go to their local government, and get their government to go along with their thinking and on that racist citizens request, sue another citizen, seems like a violation of civil rights. By both.

Is he really creating a swamp in the neighbors yard because the neighbors are saying it hasn’t happened yet (in the last 2.5 years) but it “could”. This excess runoff isn’t flowing from Mr. Jackson’s property onto their properties. It is the excess water on the 2 neighbor’s properties that they feel should flow onto Mr. Jackson’s property. Mr. Jackson’s received approval from the DNR and the Army Corps of Engineers. They each own 5 acres which should be plenty of land to accommodate their own water flow and runoff instead of insisting that they drain their properties onto someone else’s land. From the videos, it sounds like the neighbor 2 houses over has the real water issue and he even dictated where the immediate neighbor could build his barn as to not restrict the water flow off of his property. He should have dealt with his drainage issues 30+ years ago but he clearly is used to telling neighbors what they can and cannot do with their own property.

It will probably be worth it, because losing a massive lawsuit might be the only way they will motivate the voters to throw their asses out. With the exception of blind devotion for failed public schools, the voting folks around Kenosha only respect monetary damage.

For any board member to answer they signed off on something they didn’t even know what it was – I am astounded! That is shameful and should give the voters of Bristol an eye opening look into who is running their Village.
Residents of Bristol – watch some of the Salem Lakes meetings on YouTube – you’ll see who’s in charge and it sure isn’t anyone but the Village Board under a President who actually gives a damn and would never allow things like this to happen. That Village Board is informed, engaged and in CHARGE – which is how it should be.
If I was a resident of Bristol reading this, I’d be scared I could be next. Start looking for new trustees and a President for next election that will take their job seriously! Time to throw out the bad apples – from the Village Board down through the Administration! Is the property zoned with wetlands? If so, can’t they just get it re-zoned? Does the DNR trump Bristol Village ordinances? Does the Army Corp of Engineers trump Village of Bristol’s ordinances? What am I missing here?

If a citizen was told to receive a permit from the DNR and the Army Corp to fill and did, why would the property owner think that receiving those permits is not sufficient to do the work? Property owners need to become experts before they risk getting sued by their own Village? So, instead of working with the citizen and the federal government, the board simply sues one of its citizens because it missed a step? The board and administrator are out of control. The Village appears to have been relying on a racist lying neighbor to make a decision to sue the neighbor. Even if the owner needs another permit, shouldn’t the village work with the citizen who is NOT a racist? Or, should they act like the racist neighbor and simply sue the property owner? Sorry but the board appears racist too.
That’s my thought too. If Mr. Jackson got all the necessary permits, what is the problem? Then it’s not anybody else’s affair and leave him alone. This is a terrible look for Mr. Kerkman and I’d advise him to fix this asap because he has himself associated with a man who seems only bothered by the fact that his neighbor is black, as proven by the posted video. To my knowledge with dealing with this at my job, the DNR/army Corp is federal. Which at that point the village has no jurisdiction over that piece of the property. Everything done has to go through the Dnr, army Corp. the village has no authority. But knowing Kerkman he probably tried to throw a wrench into this to force those people out if there. at that point, one of the members of the good old boy club will buy it for cheap and resell the property for three times what they paid!!!! I’ve seen it happen…. Shameful
First off, these board members and Randy are good people. They aren’t a bunch of ”racist” assholes like KCE has made them out to be here. Unfortunately there is no crime in trying to ruin reputations. While the neighbors may be “racists” for whatever reason, being racist is not illegal and is a separate issue from not having proper permitting.
Salem Lakes and Pleasant Prairie could only wish they had people like the ones you are bashing here that have made this area a place to build a dream home or dream concrete industrial park. Bristol does not have the deep corruption, theft, nepotism that other local governments have.
It sounds like there needs to be some communication between the state and Bristol government. Clearly Jackson is in violation for things outlined in the lawsuit despite what the DNR and state have said likely after the fact. Perhaps the state authorities are sympathetic to non whites breaking rules and don’t want to be labeled racists? Bristol wouldn’t go through the expense of a lawsuit if there wasn’t a reason for it. By allowing Jackson or whoever it may be to do whatever they want and ignore local government permitting and statutes creates a bad precedent where nobody has to follow any rules. This would create really bad zoning issues including anybody filling in wetlands whenever they feel like it or piling mountains of dirt onto residential properties, making single family dwellings duplexes, living on a trailer parked on a piece of property, you name it. There is an order to these things that Mr. Jackson likely didn’t follow.
Sorry Mr. Jackson and Mr. Matthewson, just because a person isn’t white, doesn’t mean you can ignore local permitting rules and statutes. But because you are not white, you can claim to be a victim of racism for not following the rules and can try destroying the reputations of overall good public servants.
There is definitely another side to this story and somewhere in between lies the truth and that is where the courts will decide.

Since you clearly know more than the rest of us, why is it ok for Bristol to sue the resident when you state that Bristol and the state don’t talk? From there, you launch into some unsupported claim that the only reason the state must have given this citizen a permit is because of reverse racism….helping a black man break the law. Really? You are a loser.
Then, you state that the lawsuit is necessary so the court can decide who is right or wrong. How about sitting down with your taxpayer and working this out? If the state gave a permit, clearly the state had some legal justification and was satisfied that the fill was not going to create a problem.

I clearly do know more than you, I agree with you here. I am not a board member or employee of Bristol, but I do have common sense which is lacking horribly in this scenario. The neighbors didn’t lie about flooding, the next door neighbor now has cat tails on his property and never did before. Cat tails are a sign of sitting water. I am okay with my neighbors being racists, that’s on them not me and NO it is not illegal to be a “racist” but I don’t give my neighbors a reason not to like me either. Mr. Jackson is giving his neighbors good reason not like him if you truly understood the root of the problem. You should understand who created the term “racist” that so many casually fling around but you can’t understand water flow, local ordinance or statutes outlined in a lawsuit so I don’t expect you to understand much of anything. Your lack of understanding or comprehending makes you pretty dumb and being that dumb should be a crime if we go by your reasoning. However, I do understand these things – it’s very simple. You are distracted by the race card play at work here rather than the actual problem. If you know how a beaver dam works you may have a chance of understanding the root of the problem. Lets help you understand…It’s the beavers fault for dropping trees that block the river and create swamp land behind their beaver dams. There is a deer that lives up river from the beaver and the deer’s land is being flooded by the beaver. The deer isn’t racist because of the beaver, but the beaver is screwing up the deer’s land for his beaver home created by his beaver dam. Without a doubt the town has told Mr. Jackson what to do in order to be compliant with local ordinance. Mr. Jackson chooses not to do what he needs to do in order to be compliant. Rather than do what he has to do to be compliant and frustrated because he has to actually present a plan not flood his neighbors. Mr. Jackson (the beaver) accuses his neighbors (the deer) of being racists and puts restraining orders on them because he has created a watershed problem with dirt that he is not supposed to have on his property and infilled areas higher than should be. I highly doubt Mr. Jackson has presented any paperwork from the DNR to Mr. Kerkman showing that he can fill in a wetland. You have to have a state approved plan with a survey to do such a thing that shows your plan for filling with topography. With your reasoning the neighbors could bring fill in and make their ground even higher to dump the water back onto Mr. Jackson….where does it stop? Mr. Jackson has to follow the rules and be civil and respectful of his neighbors…clearly he is not but has found many sympathizers here which will do nothing to solve his problem.
I guarantee you that Jackson will be moving dirt out of areas on his property that are creating water issues on other peoples property whether they are racist deer, or fellow beavers and if he does not, I guarantee that he will lose in court. He will not be getting a building permit until he complies with the watershed problem. He is creating more problems for himself by claiming racism than actually coming up with a watershed plan and being compliant with permitting. And now I am upset that my tax dollars will have to go towards attorney fees because Mr. Jackson can’t follow the rules and regulations. These rules and regulation are what makes Bristol an area to build your “dream home” while not causing “nightmares” for your neighbors.

Lots of people in Bristol have been abused by the Village, and it is highly likely that the morally bankrupt neighbors (and anyone who supports such action) mistreats people all of the time.

The village tried, he has the paperwork on what is in violation, he refuses to fix what is in violation and then pulls race card. The village does tell people what they need to do to get permitting what that person does with the information is on them. The beaver loses this one in court, costs him some wooden nickels and still has to comply. Beaver is going to be tucking that beaver tail between his legs and the parrots here are going to be eating crow.

See. Here is one in the wild, trying to explain it away.
I just love it when someone takes a superior tone and then misrepresents the facts. Neighbor 1 (property abutting Mr. Jacksons) has always had cattails in the wetlands next to his property (the key words here are WETLANDS and NEXT TO, meaning on Mr Jackson’s property. Those wetlands will remain per the plans approved by the DNR and the Army Corp of Engineers. Neighbor #2 (the property next to Neighbor #1) is the one that has a water runoff issue. His water flows from his property, across Neighbor 1’s property and onto Mr. Jackson’s property. It is handled by the wetlands, which are remaining in place, cattails and all. Neighbor 2 admitted that his statement to the board about his property flooding due to Mr Jackson’s construction wasn’t truthful. It hasn’t flooded in the past 2.5 years since the construction started but it “could”. Neighbor #2 also admitted that the cattails have always been there. Neighbor 2 even went into great detail how he dictated to Neighbor 1 where he could build his second barn as to not interfere with the flow of water off of his property and through the backyard of Neighbor 1’s yard. Now imagine if Neighbor 1 sold his property and the new neighbors wanted to remove the barns and build one big pole barn. Should Neighbor 2 still be allowed to tell the new homeowners what they can and cannot do as to not impede the runoff from his property? These homeowners have 5 acres!! They should be designed to handle their own runoff that does not require neighboring properties to take on their excessive runoff. From Neighbor 2’s own admissions, he is the one creating the “swamp”, if there’s any truth to that claim. Just because Neighbor 1 and 2 have been friend for 50 years, it doesn’t mean “how things have always been done” are the right or legal way. Neighbor 2 got lucky that he knew Neighbor 1 that’s all. I think the manner in which the village conducted themselves in the video provided says enough. They knowingly requested Neighbor 1 to circumvent and violate his restraining order by asking him to photograph, videotape, and monitor all activities on Mr. Jacksons property and report back to them with said information. That would make the village a 3rd party contact, and they admitted that they acted upon said information. The camper that you claimed someone may live in is a construction trailer. They are on every construction site. It’s similar to a storage shed for tools and construction materials. Given the huge increase in thefts from construction sites, one would be a fool not to have one on site. So, you can choose not to believe Mr. Jackson. However, it’s the words of the other parties involved that actually provided enough information to show you misrepresented the facts. No need for the whole beaver/deer/river story because it doesn’t apply to this situation. Unless someone puts up a dam on Neighbor 2’s property. Then the water flow issue would be resolved and Neighbor 2 can do what he should’ve done 30+ years ago–deal with his own water problem. You also seem like someone that didn’t watch the videos because they walked the properties. Neighbor 2 took us on a tour including the direction of the water flow, onto Neighbor 1’s property, the area with the cattails, and the lack of a “swamp”.
There are more details to the story that I have since found out and Mr. Jackson has done some things that he should not have done and there is an issue with how the DNR did NOT appropriately handle this situation. As someone (not a government official) that does know how this process is properly done and doesn’t want my community torn apart including the reputations of Mr. Matthewson, Mr. Jackson, Mr. Kerkman, the Bristol Town Board and Mr. Jackson’s would be neighbors I have done a little digging on my own. Without question, Mr. Jackson has brought most of these problems onto himself. Additionally the DNR official that signed off on this should not have and is worth questioning if Mr. Jackson also pulled the race card/found empathy from the DNR official.
The accusations of a “good ol’ boy” system of government led by the administrator and the board is the single most untrue accusation/story that I have ever read since I started reading KCE when KM formed a militia during the Kenosha riots. These same false accusations that Kevin was accused only a few years ago are equivalent to what he now has accused this administrator and town board of. It is shameful that this story was even ran and is so untrue that I question the motives behind it and I agree with nearly everything KM authors here. The only reasoning for questioning a motive is because the story is such total bullshit. For Mr. Jackson to accuse town officials, make social media posts so his maybe (10) followers can paint this community and it’s officials as racists, harass town officials and carry on with slander would make nearly any lawful/respectable community unwelcome to him.
The only solution that resolves the problems is for the DNR to right their wrong and Mr. Jackson to get the the proper drainage in the wetland that he filled illegally. Without this taking place there is precedent for anybody living in Bristol to not follow local ordinances, zoning laws and shows the DNR as yet another government agency/bureaucracy where people only put their time in, leach off the taxpayer while not doing their job (Marty).
The neighbor to Jackson’s west and Jackson need to act like grown men, drop the restraining orders, apologize to each and move on. I can’t for the life of me see Mr. Jackson’s neighbors live streaming on facebook, tiktok wherever to a bunch of other white people about their african american neighbor breaking every zoning law imaginable pertaining to wetland/watershed in hopes that they intimidate and harass Mr. Jackson. If that seems dumb Mr. Jackson, know that’s what you are doing here. This behavior creates unwanted labels.
If all parties complied with laws, ordinances, decency and did what was actually right rather than easy Mr. Jackson would already be in his home just like anybody else that has bought land, built a house in Bristol and dealt with the administrator over the last 30 years and a town board that has changed over many times. Only one party is not doing that here, only one person that has had such an issue in this community and that is you Mr. Jackson and it has nothing to do with the color of your skin. The problem for you lies within. Finally a sympathetic KCE seems to have lost its way with this hit piece and has lost credibility with credible people. If not for money, then web traffic, if not either of those as an axe to grind with the Bristol government. We are the company we keep and while you would love having the Jackson’s as your neighbor, know that he would be the first to not follow any rules, would get a restraining order against you if you contacted authorities to report rules being followed and would accuse you of being a corrupt racist. Nobody wants a neighbor like that except you Mr. Matthewson. Apparently, the inept administration and elected bozos ignored state law. The Wisconsin DNR most certainly has authority over local municipalities to issue permits to alter land/watershed areas. I remember years ago when my husband and I decided to build a home in Bristol.. We had options to buy several land parcels. Each parcel had a certain amount of risk related to building code, To clarify, even though land is for sale, it is up to the buyer to investigate what can be built on that land. t is unfair for someone to claim they bought their dream home location without doing the homework and understanding what is involved before building. This news article did not articulate the upfront risks of that land purchase and options for building. How does that turn into racism?.

I thought the same thing…. Then I realized that the videos and paperwork tell the truth!! So if he did it was cash well spent because he’s gone this long with getting ignored. Now he has the word out and it’s spreading. Bristol did good by keeping this under wraps but now……. I mean the video of Kerkman in his office is for sure gonna have some huge effect on this. A word about “anonymous” postings on this site. Why would anyone express themselves openly here if they were required to provide their name? Anonymous gives this site real value. Pay attention to WHAT is said and not who says it! Ignore the garbage comments and look for the mature and fertile contributions.
Some people aren’t cowardly enough to hide their identity. If you have a disagreement with something I have to say come up and say it. I will respect your opinion whether I agree with it or not. Seem most who post anonymously are either trolls or they just know what they have to say will be disagreed by most. Whistleblowers are different story because they need the protection.
