Carthage Students Protest Carthage President John Swallow’s Handling of Sexual Recent Sexual Assault

A Kenosha man named Cortez L. Newman was recently arrested and charged with second degree seuxal assault. If convicted, he could be sentenced to prison for up to 40 years.

According to the criminal complaint, the assault happened on August 29, 2023. Newman is alleged to have raped a woman and the details are so gruesome, that KCE will not be sharing them here. The victim sought medical treatment on September 6, 2023, and had a sexual assault evaluation done. Evidence was found to be consistent with forcible rape. Multiple Carthage students spoke to KCE on the condition of anonymity. KCE did confirm their statuses as students.

It would be almost three months until Newman would be arrested from the heinous allegations. KCE can’t say Friday afternoon if the Police waited to refer charges to the DA’s office, or if the DA’s office took a longer-than-normal time to charge Newman. According to multiple sources, Chancellor John Swallow (D), who makes almost $700,000 and Athletic Director Ryan Kane, allowed Newman to continue to play football after the allegations were first made. It seems, the football games trumped the safety of the students. Even against pressure from the woke chancellor, more than a dozen brave women protested for justice.

The students held signs front of the campus and at football games. They didn’t use Newman’s name on their signs, however. Swallow told them that they couldn’t put his name on their signs – “it would be defamation”. One sign read “Coaches Know But Let Him Play” and “President Swallow Where Are You?” among others.

One of the women who helped organize the protest runs an advocacy group on social media. She told KCE:

“There is a long, drawn out Title Nine process that takes place at Carthage to look at the allegations against the perpetrator. Meanwhile, [Newman] gets to participate in his sport, go to classes, attend parties- all while actively pursuing women who have no idea what he’s done or is capable of doing.  The only reason I knew about the assault was because [the victim] was a member of my [redacted]. Without that, I would not have been aware of him and what he’s capable of. We have had other girls on campus come up to us as we protest or in class to say that [Newman] harassed / assaulted them as well during the process before he could be arrested.  Thankfully he was finally arrested December 1st and we were finally able to say and post his name!”

Neither Swallow nor Kane responded to KCE’s multiple attempts to communicate. Newman is holding on a $30,000 cash bail. He is due back in court next week for a preliminary hearing.

  5. I don’t know if this person is guilty or innocent. My first thought is why did the young woman wait 19 days to go to the hospital and report this? I kmow prople will say the trauma is overwhelming and I can only imagine how awful it must be. Having said that, waiting to report only helps the perp and harms the victims case, not to mention leaving the perp out there to possibly do this to other unsuspecting women. I can see a day or 3 to gather the strength to face the continuing nightmare of reliving the assualt and submitting to the physical examonation but 19 days seems strange. I’m sorry, I don’t get it.

  7. My guess is the police completed reports, interviews, and collected any evidence. Then sent the report and recommendation of charges to the DA’s office immediately. The DA’s office is the entity that “Files charges”, not the police department. They could be waiting for DNA or something from the crime lab, however that would have no bearing on whether there was consent or not. I just wonder if the alleged rapist will get a refund on the payments he made towards his books, housing, food, and tuition thus far…

  8. Some questions need to be addressed. Why the delay between the assault and the report to the police? Did the victim get a sexual assault exam within 96 hours of the event? What physical evidence is there? DNA, photos, medical records, phone records, CCTV? Who witnessed this particular event? Answering these questions only starts the investigation. Delayed reporting is something law enforcement deals with and understands but HATES. They want a smoking gun.
    As for the time between the police report and DA charge the answer could be many things. They may have waited for more evidence to charge. What people don’t realize is that once an arrest is made the clock begins…. Better to line up the ducks first and get it right!
    As for Carthage…they are KNOWN to shift blame, make serious events look innocent and even force students to leave, or to pay them off.

  12. Funny how ya’ll want to say he should be innocent until proven guilty, but feel its okay to throw shade at her her. She didn’t wait months to report it. Kenosha county took months to fully action the allegations/reports made. Pretty sure if it was your daughter, sister, granddaughter, friend, classmate your views would be different. The bar is extremely high for a warrant to be granted/issued and it was. Proof is in the paperwork. Yes, everyone deserves their day in court. 63% of SA are never reported due to retaliation, of those who actually reported less than 2% are false accusations.
