A Mt. Pleasant man will avoid any jail time after pleading guilty to four counts of “Possession of Child Pornography.” Earlier this month, Carter P. Johnson, 18, of Mt. Pleasant plead guilty to the four counts, as charged.

The crimes occurred in Racine County, but Racine County DA Patricia Hanson sent the case to Kenosha County prosecutor Carli McNeill, who is running to be Kenosha County’s next DA. Hanson wouldn’t tell us why she had a “conflict” in the case and sent it to Kenosha to be “handled.” The Kenosha County Sheriff’s Department also handled the investigation.

Carli McNeill and Johnson’s defense attorney Patrick Cafferty made a joint recommendation that included probation and no prison. The Racine County Judge agreed with the deal and even allowed for Carter to have the crimes expunged, or “erased” from his record. McNeill did oppose that part of the deal. McNeill didn’t wish to comment on if she was told by Hanson to be lenient or not, and why.

State Senator Bob Wirch (D) and State Rep. Tip McGuire (D)

Johnson was sentenced on July 11, 2024 to 6 years of probation. Johnson was 17 at the time of his arrest so the mandatory minimum prison sentence of two years doesn’t apply. KCE contacted State Senator Bob Wirch and State Rep. Tip McGuire, who support this loophole. They had “no comment.”

Detective McCoy reports that this video is a 44 second clip of a prepubescent white blonde female wearing a pink tank top and white cotton panties. The camera was facing directly at her and she was speaking to the camera. It appeared the camera was sitting on something about the height of her hips, likely a toilet seat next to the shower. The girl removed her shirt while talking to the camera exposing her naked chest. The girl then removed her panties in a manner unnatural for a prepubescent child. She arched her back and wiggled her hips and ran her hands down each side of her pubic mound and vagina all while smiling and talking to the camera. The girl then leaned close to the camera and spoke, at one point sticking out her tongue swiping it upward as if she was licking something. The unnatural way the girl took her clothes off while playing to the camera appeared to be designed to illicit a sexual response.
