Embattled Outgoing District Attorney Mike Graveley Makes Suspicious Promotion Ahead Of New Administration

Kenosha County’s outgoing District Attorney, Mike Graveley (D), made some strange moves in the last couple of days. He demoted failed candidate Carli McNeill (D) from the rank of Deputy District Attorney to Assistant District Attorney and promoted Assistant District Attorney Jessica Krejcarek (D) to Deputy District Attorney. What makes these moves suspicious, is the fact that both McNeill and Krejcarek are leaving the county to take jobs in Rock County.

In 42 days, DA-Elect Xavier Solis will be promoting the universally well-liked Drew Burgoyne to the position of Deputy District Attorney. He announced this last Friday. Neither of the three are willing to talk to KCE about it, raising suspicion that something is amiss. Perhaps, the temporary pay increase for Krejcarek will transfer to Rock County. We don’t know because no one will talk to us.

When you look at the salaries for the Kenosha County DA’s office, Krejcarek is towards the bottom, at around $99,900. McNeill earns about $119,000. This temporary boost in pay could transfer over to Rock County. This means a big raise for her.

Two other prosecutors allegedly got similar pay-increases from loopholes in the past. For example, KCE told you about how T. Clair Binger resigned his position as Assistant District Attorney on March 3, 2023, to “take another legal position” and was rehired 46 days later on April 19, 2023.

Erica Johnson-Reinke also allegedly utilized the same loophole. She makes more than $122,000 – that’s $13,000 more than someone who has been there for three more years.

    There has to be a reason he is doing this. The guys not dumb. Unscrupulous maybe, but not dumb.

    He’s retiring and has nothing to lose and nobody to answer to.

    Laws are laws. Rules are rules.
    Policies are policies.
    And you can’t fault ANYONE for playing the game !

    But maybe it’s time to have a look at the rules that allow work arounds like this ?

    Gravely is not doing this to pass time.

  2. If McNeill steps down as Deputy DA then there’s a vacancy in that office so it’s not inappropriate to fill it. Krejcarek may well be a better choice than McNeill but if she’s also leaving to go to Rock County her tenure will be short-lived. As there will be a new DA and Deputy DA in January this personnel situation will be short-lived. That means Xavier will have to fill at least two positions. That doesn’t happen quickly so they may be short-staffed for a bit.

  4. Look at the money many of these crappy ADA’s are making. Smathers salary shouldn’t be where it is. I guess this is how Gravely rewards his minions. Drew’s salary is way behind. His values and competence cost him money.
