Kenosha, Wis. — A Kenosha man is facing serious new criminal charges after being re-arrested last week in connection with a growing child pornography case.
Hector A. Tot-Cuc, 25, was first charged on March 31, 2025, with two counts of possession of child pornography. He was released on $10,000 cash bail the following day. But on April 16, at 9:40 a.m., Tot-Cuc was taken back into custody after new evidence led prosecutors to file five additional felony charges stemming from a forensic review of a second cellphone.
The new charges—also for possession of child pornography—carry heavy penalties. Each count is a Class D felony punishable by up to 25 years in prison and a $100,000 fine. Wisconsin law mandates a minimum of three years of initial confinement per count if convicted, meaning Tot-Cuc now faces a minimum of 21 years and a maximum of 175 years in prison if convicted on all seven counts.
In the most recent criminal complaint, Kenosha police allege that Tot-Cuc knowingly possessed at least five additional images of children engaged in sexually explicit conduct. Investigators say they found the images after examining a second phone seized during his initial arrest. The content, according to police, included graphic photos of young girls in staged sexual positions, some appearing to be early or pre-pubescent.
Tot-Cuc had previously cooperated with law enforcement by handing over his passwords and consenting to searches of his devices. Police say his admissions and the data recovered from his devices form the basis for both sets of charges.
The investigation began after a CyberTip from Facebook was routed through the National Center for Missing and Exploited Children and later to the Wisconsin Department of Justice’s Internet Crimes Against Children Task Force. A February search warrant at a Kenosha home led officers to Tot-Cuc and his electronics, shared with a co-defendant now facing separate charges.
Prosecutors allege that the child sexual abuse material on Tot-Cuc’s devices was distinct from any found in connection with the co-defendant, suggesting separate culpability.
Following the second round of charges, bail was set at $30,000. As of Monday, Tot-Cuc remained in custody at the Kenosha County Jail.
He is next scheduled to appear in court for a preliminary hearing later this month.
