KENOSHA, Wis. — A Kenosha man is facing extradition to Minnesota on two separate felony warrants—one for a violent robbery and assault, the other for a drug offense—after making a court appearance Monday in Kenosha County.
Shamar J. Raines, 41, appeared before Court Commissioner William Michel II, who set a total of $51,000 in cash bail across two fugitive-from-justice cases. Raines remains in custody at the Kenosha County Jail pending a June 10 extradition hearing.
In the first case, 2025CF767, Raines is wanted in Hennepin County, Minnesota, on charges of first-degree aggravated robbery and third-degree assault resulting in substantial bodily harm. The complaint states these charges stem from a violent incident in which Raines allegedly caused injury during a robbery. The Minnesota charges fall under statutes 609.245.1 and 609.223.1 and are classified as felonies.
Kenosha County prosecutors submitted the fugitive complaint after receiving a teletype from Minnesota authorities confirming the active warrant. Assistant District Attorney Sarah Norkus requested Raines be held or granted bail under Wisconsin’s Uniform Criminal Extradition Act. Commissioner Michel granted the request, setting bail at $50,000.
Raines is also facing extradition under a second complaint, 2025CF769, based on a separate Minnesota warrant for fifth-degree drug possession. That charge, under statute 152.025.2(1), involves possession of a Schedule I through IV controlled substance or drug paraphernalia with residual narcotics, excluding cannabis. Assistant District Attorney Zachary Brost filed the second complaint, and Commissioner Michel set an additional $1,000 cash bail in that case.
Both complaints state that Raines is currently incarcerated in the Kenosha County Jail and was located using local booking records. Prosecutors say the warrants were confirmed by law enforcement via electronic teletype, a common method for cross-state fugitive communications.
Raines lists a Kenosha address on 60th Street and has used the alias Shamar Joshua Raines Sr. He is scheduled to return to court on June 10, when the court will determine whether to authorize his extradition to Minnesota or continue proceedings in Wisconsin.
If extradited, Raines would be transferred to Hennepin County to face prosecution on both the violent felony and narcotics charges. If he contests the extradition, further legal proceedings would be necessary to resolve the matter.
