KENOSHA COUNTY, Wis. — Less than three weeks after completing a jail sentence for corruption, former Pleasant Prairie Public Works Director John Steinbrink Jr. is now seeking to terminate his probation early — a move that is raising eyebrows across Kenosha County.
On Monday, the Wisconsin Department of Corrections (DOC) filed a formal petition asking Circuit Court Judge Anthony Milisauskas to discharge Steinbrink from probation one year early. Steinbrink has been on probation since May 2024, following a one-year jail term imposed for three misdemeanor counts of attempted misconduct in public office.He has one year left of a 2-year probation sentance. Originally charged with seven felonies, Steinbrink avoided prison time after the Racine County District Attorney’s Office controversially reduced the charges.

The early discharge petition, signed by DOC Agent Nicole Foyse, asserts that Steinbrink has completed 50% of his probation, met all required conditions, maintained employment, and paid off court-ordered financial obligations. The DOC form emphasizes that Steinbrink does not have a criminal record for assaultive or sex offenses and is not subject to registry as a sex offender.

But the push for early release has not gone unnoticed. Many residents in Pleasant Prairie and the greater Kenosha area have expressed frustration over what they perceive as continued attempts by Steinbrink to skirt full accountability. His previous efforts to leave jail early through electronic monitoring were twice rejected by Sheriff David Zoerner. Now, some are questioning why Steinbrink wants off probation if he has “nothing to hide” and is “committed to the community,” as he previously claimed.
The probation agent who signed off on the request, Nicole Foyse, has garnered attention in conservative circles for her highly progressive views and visible activism on social media, where she prominently displays “she/her” pronouns. Critics argue that the request reflects more of an ideological favor than a neutral assessment of justice.
Judge Milisauskas, who already defied the Racine DA’s push for leniency by ordering jail time instead of probation, is unlikely to grant the petition, according to court observers familiar with his judicial philosophy. Known for his no-nonsense approach, Milisauskas has previously demonstrated that public trust and accountability carry more weight in his courtroom than political preferences.
As of now, a decision on the petition has not been made. Steinbrink’s probation is currently scheduled to end in July 2026. Whether Judge Milisauskas will approve the early termination remains to be seen, but the public’s interest in the case makes clear that this story is far from over.

is it common practice for people to be released early from probation if they are non-violent offenders or the crime is not sexual in nature? He got off so easy for the things he was accused and convicted of IMO

Keeping him on probation would probably just waste a probation agent’s time. Nonviolent offender who is employable, no alcohol or drug problem and restitution paid so DOC is thinking what is there left to supervise. If jr. should reoffend in the next five years he automatically qualifies as a repeater and faces prison time. Not an uncommon situation to terminate early.
I heard the current pleasant prairie public works director is not having projects being bid out and just giving jobs out and same contractors working on his house. The corruption just keeps going

Back in the day, supervisors or chiefs were the ones who directed the agent to petition for early release. A simple public information request for the file and emails will show who initiated the process. It will also show if it came from the region or from Madison. He is likely a LOW risk offender because he is a white collar criminal. This is due to the laughable and flawed risk assessment DOC is required to use and pay mega money to a California company to use it.

I’m often critical of DOC and probation and parole but I would bet lunch that this was NOT an “activist” agent. I have seen it in action.
