KENOSHA, Wis. – A 30-year-old Kenosha man is being held on $150,000 cash bail after being charged with repeated sexual assault of a 10-year-old girl over the course of more than a year, according to a criminal complaint filed in Kenosha County Circuit Court on Monday.

Jefferson Picazo-Rodriguez is charged with one count of repeated sexual assault of the same child, a Class B felony punishable by up to 60 years in prison. The case stems from allegations that he inappropriately touched the child numerous times between January 2024 and May 2025 while living in the same household.
The Kenosha Police Department responded to a home in the 6800 block of 55th Street on June 1, 2025, after the child disclosed the abuse to her grandmother. According to the complaint, the girl told officers that the most recent incident had occurred the previous night, when she asked Picazo-Rodriguez to brush her hair. After doing so, he allegedly pulled down her pants and touched her inappropriately. She told officers she tried to push him away and asked him to stop, but he refused.
The girl stated that the defendant had been touching her inappropriately since shortly after her grandfather became ill and later passed away. She described the abuse as happening roughly every other week, often at night or when she was alone. She said she had been too scared to come forward earlier because Picazo-Rodriguez told her not to tell anyone.
Detective Rockweiler of the Kenosha Police Department attended a forensic interview with the child at the Children’s Hospital of Wisconsin’s Child Advocacy Center on June 2. During the interview, conducted by forensic interviewer Taume Kohl, the child reiterated her allegations and gave specific details about how and when the abuse occurred. She stated that some of the incidents happened while she was asleep, and that she sometimes woke up to find the defendant in her room. She also described an incident in the hallway of the home and said the touching had taken place in different parts of the house.
The girl reportedly said the defendant used a “really deep voice” to tell her not to say anything, which frightened her.
Prosecutors allege that there were at least three separate incidents that meet the legal standard for first-degree sexual assault of a child, which elevates the charge to repeated sexual assault. The complaint notes that the child’s mother and grandmother confirmed the living arrangements and timeline described by the victim.
Commissioner William Michel II set bail at $150,000 during Monday’s hearing. The defendant remains in custody at the Kenosha County Jail. A preliminary hearing is scheduled for June 11.
