KENOSHA, Wis. — A now-18-year-old college student is renewing her demand for justice after learning that her relative, a convicted sex offender, secretly recorded an up-skirt video of her when she was just 15 years old — and that police let him walk without charges.

The man, 35-year-old Patrick Lee Hell, is a registered sex offender living at 6710 34th Avenue in Kenosha, just blocks from Roosevelt Elementary School. In 2023, he pleaded guilty to felony sexual assault in Illinois after filming himself groping and sexually abusing an unconscious woman on a ventilator at Carle Hospital in Urbana. The victim, a 30-year-old patient, had tubes running through her body and was clearly incapacitated. In one video, Hell fondles her breasts and pinches her nipples. In a second video, he zooms in on her exposed genitals and moves her leg outward to capture a clearer shot — all while she remained unconscious.
Hell worked at Carle Hospital as a traveling respiratory therapist from November 2021 to May 2022. Investigators confirmed he was signed into the victim’s medical chart at the time of the recorded assault and identified the exact room — 8820 — where the abuse occurred.
Despite the horrific nature of the videos, Judge Randall Rosenbaum, a liberal activist judge, sentenced Hell to just 30 months of probation, citing his status as a “first-time offender.” No jail time was imposed. Those in the courtroom described the ruling as jaw-dropping.
But the depravity didn’t end there. Police later uncovered Hell’s private Google Drive, which contained additional disturbing videos: footage of him masturbating at work, a sex tape with a co-worker, and dozens of voyeuristic “up-skirting” photos of women — including one that showed the buttocks of his then-15-year-old female relative.
That video was handed over to Kenosha Police Department in 2022. Officers opened case #22-46994 but ultimately declined to refer charges to the DA’s office, claiming the evidence was insufficient. Hell was never arrested or charged in connection with that video.
This week, the victim — now legally an adult — spoke publicly for the first time. She said the video had haunted her for years, and she is determined to hold Hell accountable. She authorized Kenosha County Eye to publish a still image from the video, redacted by her own hand, to demonstrate the seriousness of the crime.

“This wasn’t a misunderstanding. He recorded my buttocks without my knowledge,” she told KCE. “And the police let him walk, even after he admitted to sexually assaulting a woman in a coma. That’s not justice.”

After Kenosha County Eye made an inquiry to Kenosha Police, the department reportedly forwarded redacted still images and reports to Assistant District Attorney Sarah Norkus. Norkus declined prosecution, and District Attorney Xavier Solis initially concurred.
“I’m not scared anymore,” the young woman said. “I’m not a little girl. I’m an adult, and I’m going to speak out. Because if they let him get away with this, who else will he hurt next?”
But after the victim and her family reached out directly to DA Solis, he agreed to meet personally, and they provided him with the original footage — they say Solis was shocked. He reportedly agreed that the video shows clear evidence of a felony offense and told them the case is now under review for charging.
The family remains furious with the Kenosha Police Department for their initial handling of the case.
“He’s a convicted sexual predator with a library of sick videos, and they shrugged their shoulders like it was nothing,” one family member told KCE. “We had to do the police’s job for them.”
In 2022, there was a different police chief amd a different detective bureau commander.
Wisconsin’s up-skirting law, passed in 2015, makes it a felony to intentionally capture an image of someone’s intimate parts without consent. The law was designed to combat the exact type of predatory behavior Hell is accused of. The facts in this case are comparable to those in the case of Kevin Pursell, a Kenosha man currently facing 39 felony charges for similar conduct.
Now, the family is hopeful that DA Solis will act — but they are painfully aware that justice was already delayed.
“I’m not scared anymore,” the young woman said. “I’m not a little girl. I’m an adult, and I’m going to speak out. Because if they let him get away with this, who else will he hurt next?”
Kenosha County Eye will continue to report on this story and press for answers from law enforcement and prosecutors.
