KENOSHA, Wis. – A Kenosha man was charged Tuesday with two felony counts related to child abuse and neglect after police and child welfare workers uncovered disturbing allegations involving his young children.
Lewis N. Potts, 52, faces one count of failure to act to prevent bodily harm to a child and another count of neglecting a child resulting in bodily harm, both Class H felonies. Kenosha County Court Commissioner William Michel II ordered a $3,000 cash bail and scheduled a preliminary hearing for July 11.
According to the criminal complaint, the investigation began in January when a 14-year-old girl reported that her mother, Candra Troup, had violently spanked her 2-year-old sister, leaving visible red marks and bruises. The teen also told authorities that her 5-year-old brother had become lethargic after allegedly ingesting marijuana-laced edibles left within reach in the home.
The girl, who lived with her mother, Potts, and two younger siblings at an apartment on 58th Street, described frequent drug use in the household and said she feared for the safety of her siblings. She said Potts had been shown photographs of the toddler’s injuries but did nothing to intervene.
When officers arrived to investigate, they reported the home smelled of marijuana and observed bruising and scratches on the toddler, along with signs of poor hygiene. Potts denied any abuse and attempted to blame another child in the home for the injuries.
Detectives later obtained a video showing the 5-year-old boy appearing intoxicated and photos that allegedly show injuries from the reported abuse. The teenage sibling said her father told her the boy was “high” after consuming edibles.
The maximum penalty for each count is six years in prison and a $10,000 fine. Potts is presumed innocent unless proven guilty.

Kudos to the sister for helping her siblings. Too bad she has a POS for a parent. The mother should also be charged with PTAC. She’s just as guilty, if not more. Those are her children!

No way should this crap be legal and that guy needs to pay for his stupidity along with any other drug infested adult in that household. Broken society rears it’s ugly head again.

What would make the difference if this was legal or not?? Its still morally wrong in SO many ways to make this easily accesible to children.
Myself- booze is abused for sure! Never read an article though where young children have drank a bottle of Jack Daniels or Vodka or Gin or beer because a negligent parent left the cap off. Im not saying booze is good because it sure has messed people up for sure but the way this drug is marketed is absolutely ridiculous. Edibles, gummy bears etc etc. No way…
