KENOSHA, Wis. – A Racine man is facing 20 criminal charges after allegedly assaulting multiple family members and attacking police officers during a chaotic scene late Saturday night at a Kenosha home.
Emilio V. Carrillo, 27, appeared in court Monday and was charged with multiple felonies and misdemeanors, including battery to law enforcement officers, physical abuse of an elder person, and nine counts of misdemeanor bail jumping. Court Commissioner William Michel II set Carrillo’s cash bail at $30,000. A preliminary hearing is scheduled for July 15.
According to the criminal complaint, officers were called to a residence near 83rd Street and 22nd Avenue around 11:51 p.m. on July 5 for a report of a man fighting with relatives and biting a family member. When police arrived, Carrillo was heavily intoxicated, uncooperative, and allegedly began resisting officers’ efforts to detain him. Officer Spencer Smith reported being punched in the head twice by Carrillo and nearly bitten. Multiple officers had to wrestle Carrillo to the ground.
The situation escalated further when Carrillo allegedly spat blood and saliva into Officer Robert Price’s face, eyes, and mouth—prompting a medical evaluation for potential exposure to infectious diseases. Carrillo reportedly kicked and spit at multiple officers and had to be restrained and pepper sprayed several times before being transported to jail.
Inside the home, officers found Carrillo’s mother, a 68-year-old woman, with bite wounds to her arm and back. She declined medical treatment and refused to press charges, as did other family members.
Carrillo was out on bond from a domestic-related disorderly conduct case in Racine County at the time of the incident. He now faces three felony charges for battery or attempted battery to law enforcement and an elder person, three counts of discharging bodily fluids at officers, and numerous misdemeanor charges including disorderly conduct, obstructing and resisting an officer, and repeated violations of bail conditions.
If convicted of all charges, Carrillo faces decades in prison.

Hopefully the new DA and one of our competent judges will be dealing with this and the city will at least be safe from him for a few decades.
