PLEASANT PRAIRIE, Wis. – A 20-year-old Kenosha man is facing multiple criminal charges—and a municipal OWI—after allegedly leading police on a 100 mph chase while under the influence of THC.
Josue I. Rubio Arreguin was charged Monday in Kenosha County Circuit Court with two counts of first-degree recklessly endangering safety, fleeing an officer, obstructing an officer, and possession of THC. He was also cited in Pleasant Prairie Municipal Court for Operating While Intoxicated (2nd offense). Court Commissioner William Michel II ordered a $10,000 cash bail. A preliminary hearing is scheduled for July 31.
According to the criminal complaint, Pleasant Prairie police attempted to stop Rubio Arreguin shortly after midnight on July 28 after observing him driving a Toyota Corolla well below the speed limit on Green Bay Road. When Officer Jordan Haske activated his emergency lights, Rubio Arreguin allegedly accelerated, ran a red light at Highway 50, and reached speeds over 100 miles per hour—at one point turning off his headlights and driving in blackout conditions for nearly two miles.
Police say he eventually stopped near the 5500 block of Green Bay Road but initially refused commands before being taken into custody. Officers reported smelling marijuana, and Rubio Arreguin admitted to smoking a THC vape while driving. A search of the vehicle turned up the vape pod, which tested positive for THC.
The defendant allegedly showed signs of impairment during sobriety tests and told officers he fled because he was scared and didn’t have a valid driver’s license.
Rubio Arreguin faces up to 25 years in prison on the two felony endangerment charges alone.
