Kenosha Woman Allegedly Drove 113 MPH While Drunk, Resisted Arrest on I-94

KENOSHA, Wis. – A 25-year-old East Troy woman is facing a criminal charge and a series of traffic citations after allegedly driving 113 miles per hour on I-94 while intoxicated and physically resisting officers who tried to arrest her.

Julia Marie Blackman was charged Tuesday in Kenosha County Circuit Court with one count of resisting an officer, a Class A misdemeanor. Court Commissioner William Michel II ordered her released on a $1,200 bond. She is due back in court Sept. 12.

According to the criminal complaint, a Wisconsin State Patrol trooper clocked a black Chevrolet Trailblazer going more than 40 miles over the speed limit around 2:17 p.m. on July 24, south of Highway 158. The trooper reported that the SUV swerved erratically before stopping on the median shoulder near Highway C.

When the trooper approached the driver’s side, he allegedly saw an open can of Simply Spiked Pineapple in the cupholder and an open bottle of Espolon tequila partially tucked under the front passenger seat. Blackman was reportedly not wearing a seatbelt and showed signs of intoxication, including bloodshot eyes and slurred speech.

The trooper and a Kenosha County Sheriff’s deputy repeatedly ordered Blackman to step out of the vehicle, but she allegedly refused and tried to put the SUV into drive. Officers physically pulled her from the car and brought her to the ground after she resisted, according to the complaint.

Even after being handcuffed, Blackman allegedly continued to twist, kick, and attempt to impede officers as they tried to place her into a squad car. She was eventually transported to a local hospital for a legal blood draw.

In addition to the criminal charge, Blackman was cited for first-offense OWI, refusing a chemical test, reckless driving, speeding more than 35 mph over the limit on a freeway, failure to wear a seatbelt, and possessing open intoxicants in a vehicle.

Her next court appearance is scheduled for Sept. 12 in Kenosha County Circuit Court.

SOMERS, Wis. — Somers voters overwhelmingly rejected the village’s fire department referendum Tuesday night, dealing a major political loss to liberal Village President George Stoner (D), the Somers Fire Union and village officials who aggressively campaigned for the tax increase.
