KENOSHA COUNTY, Wis. — A 70-year-old Genoa City attorney accused of slashing a teenager’s tires and confronting a group of boys with a revolver was in court Wednesday, where he reportedly acted smug and disrespectful toward Judge Jodi Meier during a pre-trial conference.
Frederick Scott Lappe is facing three misdemeanor charges stemming from a May 14 confrontation in the Town of Randall: disorderly conduct while using a dangerous weapon, criminal damage to property, and carrying a concealed weapon.
According to the criminal complaint, four teenage boys had parked along 402nd Avenue to go fishing at a public pier they had used frequently. Lappe allegedly emerged from a nearby home, shouted profanities, and punctured all four tires of one of the boys’ cars with a screwdriver. One of the teens recorded the incident, capturing Lappe slashing the tires and yelling at the group to leave.
A short time later, Lappe allegedly returned and began recording the teens’ license plates while continuing to shout. The boys told deputies they noticed a chrome revolver with a wooden handle sticking out of his left pants pocket. While the weapon was never drawn or mentioned, the teens said they felt intimidated and backed away.
Deputies arrested Lappe at his home later that evening. He refused to answer questions from law enforcement. Deputies later confirmed through dispatch that Lappe does not have a valid concealed carry permit. The damage to the vehicle was estimated at approximately $1,200.
During Wednesday’s court hearing, Lappe’s demeanor raised eyebrows. Observers described him as smug and dismissive toward Judge Meier, showing little regard for the seriousness of the charges.
Lappe is due back in court on October 6 for a final pre-trial hearing. If convicted on all charges, he faces up to two years in jail and over $20,000 in fines.

Meier had imposter syndrome so she thinks everyone is smug with her. Such a thin skin.
1) If K-Town and SE WI had a higher collective IQ 90+, it would regularly vote for Normal/Rational male judges with proper demeanor who can carry their civic duties with the gravitas that matches the weight of their responsibilities, like Judges Schroeder and Milasauskas.
2) That this bogarted roachclip combo low rent lawyer/perp is a member of the WI Bar is a very poor reflection on its standards for membership.
Instead we get stuck with male judges who lose their tempers and get emotional…Kerkman, Wilk, Dugvillo, Rosselll
All of them have yelled, stormed off the bench in anger, and slammed doors. Ask about the broken chamber door because one of them slammed it so hard it damaged the hinges. Someone should report them to judicial discipline. Absolute disgrace.
The judges mentioned are effeminized Emo, Beta Passive/Aggressives, not Rational/Logical/Steady men.
They were elected due to low voter turnout of Rational/Logical men and higher turnout of entitled alpha-females, all jacked & jazzed by Femme Culture and over population of weak beta-male products of public education over two generations.

The property directly south of the public land pier is owned by Frederick Lappe. That property has its own double pier deck structure.
