KENOSHA, Wis. – A California woman accused of causing a 2022 Kenosha overdose death appeared in court on Thursday, Aug. 7, 2025, after being extradited from the West Coast, where she was arrested last month.

Kelly M. Shondel, 46, was charged July 25 with first-degree reckless homicide in connection with the September 17, 2022 death of 42-year-old Timothy Raines inside her 6th Avenue apartment, according to a criminal complaint that remains filed under seal.
Court records state an arrest warrant for $750,000 was issued the day charges were filed. Shondel was arrested in California and brought to Kenosha on Wednesday, Aug. 6, 2025. Court Commissioner William Michel II ordered $750,000 cash bail Thursday.
Raines’ sister gave an emotional statement in court.
“I’m so disappointed, disgusted, the accusations that are coming. I knew this was going to be coming. It’s a long time waiting,” she said. “You took away a lot from us, from other families, and then ran from it. You left them there, and then you ran from them, and then you’re tracked down later. Your lies have got to stop. It’s disgusting. I’m lost for words. My brother deserves better. And you know what’s funny is that I warned him when he first met you. Stay away from her.”
Raines’ father also spoke, asking the court to deny bail entirely. In Wisconsin, however, state law requires that all defendants be given a cash bail amount.
According to the sealed criminal complaint, Shondel told police Raines had been staying at her apartment for several days after arguing with his roommate. She said he returned from work at St. Joseph School around midnight appearing intoxicated. The next morning, she found him unresponsive in a living room chair and called 911.
Investigators reported finding a homemade marijuana pipe made from a tin can next to Raines, along with a small plastic container containing a green leafy substance. An autopsy later determined he died from acute mixed drug intoxication, including cocaine, fentanyl, and para-fluorofentanyl.
Just four days later, a second man was found dead in the same apartment from a similar combination of drugs. During a search of the residence, police found crack cocaine, drug paraphernalia, baggies with white residue, and two cellphones.
Detectives later obtained a search warrant for Shondel’s phone, uncovering text messages in which she used coded terms such as “groceries,” “batch,” “D” (heroin), and “hard” (crack cocaine) when arranging drug deals. The night before Raines’ death, she allegedly bought “200 hard and 200 D” for $430, charging an extra fee to make money.
The day after Raines died, Shondel texted her supplier saying she was “glad I could pay for the party last night for a change.” She later messaged that she warned another user to “start small” with the drugs because they “found him dead in his motel,” and admitted to packing up drugs and paraphernalia before police arrived so she wouldn’t be caught with them.
Shondel’s preliminary hearing is scheduled for Friday, Aug. 15, 2025.

She will eventually be charged with more than one homicide. She is the devil herself. I understand addiction and you are right about not being able to function with everyday responsibilities but I know that if you are with someone and they die right in front of you and you do absolutely nothing, and just leave after most likely stealing whatever they have on them. Think about that… just walking away. You would have to be a cold dangerous psycho path to begin with.This woman killed a man that was dear to me. Someone she was friends with that took her in and gave her and her boyfriend a roof over the head. Her boyfriend died the very next day after my friend. I hope she rots in hell. Maybe there is another one. I don’t know what she was arrested for in California
I don’t understand why drug dealers knowingly sell fentanyl laced products. I would think killing your customer base would be bad for business.
