Man Accused of Strangulation After Fight at Library Park

KENOSHA, Wis. — A 47-year-old homeless man is facing felony and misdemeanor charges after police say he attacked another man during a dispute Friday afternoon at Library Park.

Clifton D. Morgan was in court Monday on charges of strangulation and suffocation, battery, and disorderly conduct. Court Commissioner William Michel II set bail at $5,000 cash, with a preliminary hearing scheduled for Aug. 15.

According to the criminal complaint, police were called to Library Park around 2:30 p.m. on Aug. 8 for a reported fight. The victim, a 46-year-old man, told officers that Morgan — known by the street name “Country” — confronted him over an unpaid debt, grabbed him by the throat, and pushed him to the ground. The victim said he hit his head on a tree root and could not breathe for about seven seconds during the assault.

Witnesses gave conflicting accounts, with one man telling police he saw Morgan choke and push the victim, while others declined to provide statements. The victim also told police Morgan threatened to kill him before leaving the area.

Officers later found Morgan walking nearby. He denied any physical altercation, telling police he had been trying to stop the victim from verbally harassing another man.

If convicted on all charges, Morgan faces up to more than six years in prison.
