KENOSHA, Wis. — Nearly 15 months after a harrowing crash that left a man dead beneath her vehicle, Sheila L. Tennin, 39, was sentenced Friday to 22 years for causing the death of pedestrian Troy L. Wohlgefahrt.

Tennin, of Kenosha, had pleaded no contest in March to one count of homicide by vehicle with a detectable amount of a restricted controlled substance in her blood. Two additional counts—hit and run resulting in death, and knowingly operating without a valid license causing death—were dismissed but read in by the court, meaning they could be considered at sentencing.
Sentence Handed Down
On Aug. 22, Judge Anthony Milisauskas ordered Tennin to serve 12 years in prison followed by 10 years of extended supervision. She was credited with 439 days already served in custody. The judge also ordered restitution of $2,277 to the victim’s family and made Tennin ineligible for prison substance abuse or boot camp programs, ensuring she must serve the bulk of her prison time.

Emotional Testimony From Family
During the sentencing hearing, Assistant District Attorney Zachary Brost read a statement on behalf of the Wohlgefahrt family, describing the pain and devastation caused by Troy’s death. Two relatives, A. Coleman and G. Randle, also gave emotional statements in court, urging the judge to impose a lengthy prison sentence.
Tragic Collision and Aftermath
According to the criminal complaint, the fatal crash occurred on June 8, 2024, at 58th Street and Sheridan Road. Surveillance video captured Wohlgefahrt jogging across the street when he lost his balance and fell in the roadway. Tennin’s black Ford sedan struck him during a left turn, and instead of stopping, she continued driving for nearly four blocks with his body pinned beneath her vehicle.
Officers later found the car near the former Car Source lot on Sheridan Road, where Wohlgefahrt’s body was discovered underneath. A drug recognition expert concluded Tennin was impaired by cannabis at the time of the crash. Tennin also did not possess a valid driver’s license, with her Illinois license already suspended.
Legal Context
The top charge, homicide by vehicle with use of a controlled substance, carried a maximum possible penalty of 25 years in prison. Tennin’s 22-year sentence—split between confinement and supervision—brings one of Kenosha’s most disturbing fatal crash cases to a close.

Sheila is not a terrible person. She made a grave error and deserves the consequence but she’s not some gangbanger or crackhead. She smoked pot and drove. And a man died. This is a tragedy all around for both families.
The sentence is harsh because the nature of the death is viewed as gruesome vs someone immediately dying after being struck by a car. We judge based on emotions.
